Increasing role panchayati raj during covid pendamic
দেশের গাঠনিক স্তরের সবথেকে Primary grass root হল ভারতীয় পঞ্চায়েত ব্যবস্থা। স্বাধীনতার কিছু পর, ১৯৭৩ সাল থেকেই ভারতীয় সংবিধান এই local administrative platform কে গ্রাম্য পরিবেশে পঞ্চায়েতের পরিকাঠামো দ্বারা পরিচালিত হয়। প্রধানমন্ত্রী জহরলাল নেহেরু পর রাজীব গান্ধী থেকে মনোমোহন সিং এর আমল হতে আজ পর্যন্ত এই সংবিধানিক কাঠামোর কার্যকারিতা সর্বস্তরে উল্লিখিত হয়ে চলেছে। নাড়ী শিক্ষা, নাড়ীর সঠিক সন্তান প্রসুতি, সর্বশিক্ষা, স্বচ্ছভারত মিশন, স্বাস্থ্য, পয়ঃপ্রনালী, খাদ্যের পরিমান মত যোগান এই সব ছেত্রতেই পঞ্চায়েতের ভূমিকা অপরিসীম।
ক্রমাগত এই কার্যকারিতা আরও উন্নতির শিখরে পৌঁছাচ্ছে কেন্দ্র ও রাজ্যের তৎপরতায়। বর্তমানে এই গাঠনিক স্তরের কর্মপদ্ধতি, নব নব policy making, গ্রাম্য পরিবেশে covid এর প্রকোপকে সেই মাত্রায় পৌঁছাতে দেয় নি। তবে এই পঞ্চায়েতি ব্যবস্থায় আরও উন্নত পরিকাঠামো গড়ে তুলতে, local elected মানুষদের যোগদান একান্ত প্রয়োজনীয় যাতে সেই local মানুষের সচেতনতায় ঐ স্থানের পরিবেশকে আরও সুন্দর, নির্মল ও দূষণমুক্ত পরিবেশ হিসাবে গড়ে তোলা যায়।
বর্তমানে ভারতে এই পঞ্চায়েতি ব্যবস্থায় ১৭% elected member দের মধ্যে ১৪ লাক্ষ ই মহিলা member দের যোগদান ভালোভাবে লক্ষ্য করা যায়। Article 73 অনুযায়ী পূর্বেই এই পঞ্চায়েতি system এর স্বপ্ন দেখেছিলেন ভারতের বিখ্যাত ব্যক্তিত্ব মোহনদাস করমচাঁদ গান্ধী আর আজও তা সর্বোত্তম স্তরে পৌঁছেছে। তবে এই covid পরিস্থিতিকে সামলাতে পঞ্চায়েতি system কে আরও শক্ত হাতে আগামী পথ গুলোতে চলতে হবে।
আগামী পথ চলার এই পন্থা গুলি হল -
1) co- vaccine কে গ্রাম্য স্তরে পর্যাপ্ত পরিমানে supply করতে হবে।
2) স্বচ্ছ ভারত মিশনে ও এই মহামারির পরিস্থিতিতে সচেতনতার বার্তা প্রেরন করতে হবে।
3) পর্যাপ্ত পরিমাণে অক্সিজেনের supply কে maintain করতে হবে।
4) ঐ স্থানে ডাক্তারদেরকে patient দের সাথে co-ordination করতে হবে
5) covid testing kit বা প্রয়োজনীয় medicine কে available করতে হবে।
6) সর্বশেষ এই মহামারিতে covid patient দের জন্য প্রয়োজনীয় পরিমাণে Isolation room, ভেন্টিলেশনের ব্যবস্থা করতে হবে।
7) local treatment, প্রতিটি ঘরের স্বাস্থ্য সমন্বীয় সমস্যা যাতে ঐ স্থানেই সমাধান করা যায় তার ব্যবস্থা করতে হবে।
পঞ্চায়েতি ব্যবস্থার এই দৃঢ় পদক্ষেপ ভারতের প্রায় ২.৬৩ লাক্ষ পঞ্চায়েতকে যথেষ্ট মাত্রায় শক্তিশালী করবে এবং এদের সম্মিলিত প্রচেষ্ঠা covid মহামারিকে gross root থেকে লুপ্ত করতে সাহায্য করবে।

The most basic grass root of the country at the structural level is the Indian panchayat system. Shortly after independence, since 1973, the Constitution of India has made this local administrative platform governed by panchayat infrastructure in rural areas. From the time of Prime Minister Jaharlal Nehru to the time of Rajiv Gandhi to Manomohan Singh, the effectiveness of this constitutional framework has been mentioned at all levels. The role of the Panchayat is immense in all these areas like Nari education, Nari proper childbirth, Sarva Shiksha, Swachhbharat Mission, health, sewerage, food supply.
This effectiveness is continuously reaching the peak of further improvement in the activities of the Center and the States. At present, this structural level approach, new policy making, has not allowed the prevalence of covid in rural areas to reach that level. However, in order to build a better infrastructure in this panchayat system, the participation of local elected people is essential so that the environment of that place can be made more beautiful, clean and pollution free with the awareness of the local people.
At present in India, the participation of 14 lakh female members out of 18% elected members in this panchayat system can be well noticed. According to Article 73, Mohandas Karamchand Gandhi, the famous personality of India, had earlier dreamed of this panchayat system and even today it has reached its best. However, to deal with this covid situation, the panchayat system has to move forward with a stronger hand.
Here are some tips to help you get started:
1) Adequate supply of co-vaccine at rural level.
2) Awareness message needs to be sent to Transparent India Mission and in case of this epidemic.
3) Adequate oxygen supply must be maintained.
4) At that place doctors have to co-ordinate with patients
5) Covid testing kit or necessary medicine should be available.
6) Isolation room, ventilation should be provided for the covid patients in this latest epidemic.
7) Local treatment, the health problems of each house should be arranged so that it can be solved in that place.
This strong move by the panchayat system will significantly strengthen India's 2.73 lakh panchayats and their concerted efforts will help eradicate the covid epidemic from the gross root.
