বিভিন্ন সরকারি বা বেসরকারি প্রতিষ্টান নির্দিষ্ট কিছু Agency এর মাধ্যমে প্রচুর unemployment দের চাকরির ক্ষেত্রে নিয়োগ করে থাকে।ভারতে এমনই প্রায় 20 টি agency আছে যারা বিভিন্ন সময় বিভিন্ন পরীক্ষা organize করে থাকে ও ফল প্রকাশ করে থাকে।ছাত্র ছাত্রীদের পক্ষে এই সমস্ত পরীক্ষায় বসতে আজকাল বেশ কিছু সমস্যার সম্মুখীন হতে হচ্ছে তাছাড়া agency গুলির স্বচ্ছতা নিয়েও প্রশ্ন তুলছে ছাত্র ছাত্রীরা বিভিন্ন social site বা কোর্টর দরজায় গিয়ে।এমনি কিছু সমস্যা যা আজ অব্দি ছাত্র ছাত্রীরা face করছে তা নীচে তালিকাভুক্ত করা হল।
1) বছর বছর বহু form fillup হয় কিন্তু তার সঠিক সময়ে পরীক্ষা organize দেখা যাচ্ছে না।
2) এক একটি agency র দ্বারা সংঘটিত পরীক্ষার মান, প্রশ্নপত্র, partern আলাদা।বাচ্চাদের এক একটি পরীক্ষার জন্য এক এক রকমের preparation এর প্রয়োজন হচ্ছে।
3) পরীক্ষার result সঠিক পদ্ধতিতে সচ্ছতার সাথে এবং সঠিক সময়ে publish করা হচ্ছে না।
4) প্রচুর পরীক্ষা organize করার জন্য অতিরিক্ত টাকার বোঝা তৈরী হচ্ছে student দের উপর এবং অনেক সময় পরীক্ষা না হলে form fillup এর টাকাও ফেরত দেওয়া হচ্ছে না।
5) দূরদূরান্তে পরীক্ষার কেন্দ্র পরার কারনে বহুছাত্র ছাত্রীকে বাড়িথেকে দূরে কোন হোটেল বা room ভাড়া করে রাত কাটাতে হচ্ছে যা specially একজন girl ও poor student এর পক্ষে ঝুঁকি ও সামর্থ্যের বাইরে থাকছে।
6) সঠিক পর্যালোচনা করতে সমস্যা হচ্ছে কোন্ পরীক্ষার form ভরাটা অত্যাবশ্যক।
7) পরীক্ষার আগে ছাত্রছাত্রীদের উপরে মানসিক pressure পরছে , যখন সঠিক সময়ে পরীক্ষা হচ্ছে না বা result বের হচ্ছে না।
8) কিছু কিছু ক্ষেত্রে state ও central এর পরীক্ষার উপর বহুদিনের court case হচ্ছে যাতে অনেক বাচ্চারাই তাদের বয়সের উর্দ্ধসীমা পার করে ফেলছেন।
9) state এর পরীক্ষা organize এর ক্ষেত্রে দেখা যাচ্ছে যে প্রথম স্তর থেকে result বের হওয়া অব্দি 4 বছর থেকে 5 বছর অব্দি সময় লাগছে সম্পূর্ণ procedure হবার জন্য।
10) বছরের শুরুতেই পরীক্ষার সঠিক calendar publishe করা হচ্ছে না যাতে বাচ্চারা আতঙ্কে থাকছে যে কোন বছর কোন পরীক্ষা হবে।
তাই এই সব অসুবিধার কথা মাথায় রেখে cental govt এর তৎপরতায় একটি নতুন agency গঠিত হয়েছে, তা হল national recruitment agency।এই agency র দ্বারা সংঘটিত পরীক্ষা ও তার score card, cental থেকে state govt, public, private সব ক্ষেত্রেই recruitment এর জন্য ব্যবহার করা যাবে। অনেক ক্ষেত্রে দেখা যায় প্রচুর agency হবার কারনে প্রতিটি students এর result এর copy সঠিক পদ্ধতিতে পর্যবেক্ষণ করা হয় না।এক্ষেত্রে এই agency থাকবে সম্পূর্ণ digitalize ও স্বচ্ছ।
কিছু তথ্য উল্লেখিত করা হল যা এই agency দ্বারা সংঘটিত হবে -
1) competitive exam এর জন্য egligibility স্তরের পরীক্ষার পরীক্ষা অর্থাৎ preliminary exam এই agency দ্বারা সংঘটিত হবে।
2) এই agency দ্বারা পরীক্ষার result এর ভিত্তিতে পরবর্তী স্তর অর্থাৎ tier 2 ও tier 3 exam গুলি special category অনুযায়ী বিভিন্ন নির্দিষ্ট সংস্থা পরিচালনা করবে চাকরির বা কোন স্থানে ভর্তির ক্ষেত্রে।
3) এটি সম্পূর্ণ cental govt দ্বারা পরিচালিত হবে।
4) বছরে দুইবার এই পরীক্ষা সংঘটিত হবে।
5) প্রায় 1000 টি center এই পরীক্ষার জন্য ধার্য করা হয়েছে।
6) প্রতিটি জেলাতেও যাতে একটি center থাকে তার দিকেও লক্ষ্য রাখা হবে।
7) এই পরীক্ষার দ্বারা যেকোন different exam অর্থাৎ psc, ssc, railway, bank, এর পরীক্ষার পরবর্তী পরীক্ষা দেওয়া যাবে অর্থাৎ formfillup এর ক্ষেত্রে choice এর option কম হবে এবং এটি result এর marks এর উপর depends করবে।
8) এই পরীক্ষার result আগামী 3 বছর পর্যন্ত valid থাকবে ও পরবর্তী ক্ষেত্রে এই marks এর উপর নির্ভর করে এবং পরবর্তী প্রতিটি পরীক্ষার cut off marks এর উপর নির্ভর করে tier 2 বা tier 3 দিতে পারবে।
9) এই পরীক্ষার দ্বারা merit list তৈরী হবে যার দ্বারা কোন agency চাইলে top result এর দ্বারা direct recruitment, interview, physical test বা medical test organize করতে পারবে।
10) এই পরীক্ষার result ও cut off marks প্রতিটি students এর email id বা যেকোন digitalized পদ্ধতির মাধ্যমে তার কাছে পৌঁছে যাবে।
11) প্রচুর পরিমানে fees এর ক্ষেত্রে দরিদ্র students দের বাড়তি সুবিধা মিলবে।
12) সর্বপরি একটি স্বচ্ছতা ও 12 টি ভাষায় প্রশ্নপত্র তৈরী করা হবে।
তাই এই পদ্ধতিতে 20 টির মত সংস্থার কিছুটা buissness policy ক্ষতিগ্রস্ত হবে preliminary level এ তবে students দের ক্ষেত্রে এটি চমৎকার পদক্ষেপ,central govt এর সহযোগিতায়।

Various government or non-government organizations employ a large number of unemployed people through certain agencies. There are about 20 such agencies in India which organize various exams at different times and publish the results. The students are facing problems and also questioning the transparency of the agencies by visiting various social sites or court doors. Some of the problems that students are facing till date are listed below.
1) Many forms are filled up year after year but it is not seen to organize the exam at the right time.
2) The standard of the test conducted by one agency, the question paper, the partern is different. The children need one type of preparation for one test.
3) The test result is not being published in the right way with transparency and at the right time.
4) In order to organize a lot of exams, the burden of extra money is being made on the students and if the exams are not held many times, the money of form fillup is not being refunded.
5) Due to the distance to the examination center, many students have to spend the night by renting a hotel or room away from home, which is especially risky and beyond the reach of a girl and poor student.
6) The problem with making a proper review is that it is essential to fill out an exam form.
7) Students are under emotional pressure before exams, when exams are not being held at the right time or results are not coming out.
8) In some cases, there are long-standing court cases on state and central examinations so that many children are crossing their age limit.
9) In the case of organizing state exams, it is seen that it takes 4 to 5 years for the result to come out from the first level to become a complete procedure.
10) The exact calendar of exams is not being published at the beginning of the year so the children are worried that there will be an exam in any year.
Therefore, keeping in mind all these difficulties, a new agency has been formed under the auspices of the central government, which is the national recruitment agency. . In many cases it is seen that due to the large number of agencies, the copy of the result of each student is not monitored properly. In this case, this agency will be fully digitalized and transparent.
Mention some information that will be generated by this agency -
1) Competitive exam for egligibility level examination i.e. preliminary exam will be conducted by this agency.
2) Based on the result of the examination by this agency, the next level i.e. tier 2 and tier 3 exams will be conducted by different specific agencies according to the special category in case of employment or admission in any place.
3) It will be run by full cental govt.
4) This test will take place twice a year.
5) About 1000 centers have been designated for this test.
6) There will be a center in each district.
7) By this test any different exam i.e. psc, ssc, railway, bank, can be given after the next exam i.e. in case of formfillup the option of choice will be less and it will depend on the marks of the result.
8) The result of this test will be valid for the next 3 years and in the next case depending on these marks and the cut off marks of each subsequent test will be able to give tier 2 or tier 3.
9) This test will create a merit list by which any agency can organize direct recruitment, interview, physical test or medical test with the top result.
10) The result of this test and cut off marks can be reached to each student through email id or any digitalized method.
11) Poor students will get additional benefits in case of large fees.
12) A transparency and 12 language question papers will be prepared.
So in this way some buissness policy of like 20 organizations will be affected at preliminary level but in case of students it is an excellent step, in collaboration with central govt.
