ভারতের কৃষি বিভাগে কৃষকদের দূরবস্থার কথা মাথায় রেখে ভারতের প্রধান মন্ত্রী 9ই অক্টোবর, 2020 Agriculture Infrastructure fund এর ব্যবস্থা করেছে। আগামী 4 বছরে 1lack crore বরাদ্দ এই scheme এর জন্য। এত বছর ধরে কৃষকরা শুধু agriculture sector এ investment এর ক্ষেত্রে যেমন- উন্নত বীজ, prasticide, fertilizer ও অন্যান্য অনেক facilities পেয়েছে কিন্তু এই প্রথম কৃষিক্ষেত্রে final goods অর্থাৎ post harvesting এর দিকে নজর দেওয়া হয়েছে।ক্ষুদ্র, মাঝারি ও বৃহৎ চাষিদের জন্য নিজস্ব বা যুগ্ম ভাবে co - operative, interprenor এর সঙ্গে যুক্ত হয়েও এই fund access করতে পারবে। কৃষিঋনে 2 লাক্ষ টাকার উপর 3% subsidies এই ক্ষেত্রে bank security হিসাবে কোন কৃষকের জমি বা অন্য কোন asset bank এ জমা রাখার প্রয়োজন হবে না এর credit risk তুলবে govt যা কৃষকদের সস্থির নি:শ্বাস দেখিয়েছে।প্রকৃত অর্থে কৃষক বা কৃষকদের total capital investment এর উপর নজর দিয়েছে।শুধু কি তাই one nation one mundi, strorage facility, Assential comodities act এর দরুন post harvesting কে লক্ষ্য রেখে কৃষক যাতে সমস্ত সুযোগ - ন্যায্য মূল্য, e - portal এর মাধ্যমে সঠিক market facility, proper transaction facility এই সব নজর রাখা হয়।
ইতিমধ্যেই প্রায় 8.55 crore farmers কে চিহ্নিত করে bank এর মাধ্যমে 17100 lack টাকা পাঠিয়ে দেওয়া হয়েছে। বিগত 4 বছরের প্রথম 1 বছর 10,000 lack ও পরের 3 বছরে 30,000 lack করে 90,000 lack টাকা এই scheme এর মাধ্যমে দেওয়া হবে।ইতি মধ্যেই সমস্ত ব্যাঙ্ক এই scheme এর transuction এর জন্য যুক্ত হয়েছে।
1980 সালে কৃষি ক্ষেত্র থেকে GDP র হার ছিল মাত্র 11% পরবর্তীতে তা 7% এ এসে পৌঁছেছে।তাই এই শতকরা হারকে বৃদ্ধির উদ্দেশ্যে agriculture infrastructure fund একটি গুরুত্বপূর্ণ ভূমিকা পালন করবে।
এই fund যে যে পাওয়া সম্ভব তা নিন্মে উল্লেখ করা হল -
1) Primary agricultural society for primary product
2) Selp help group
3) Joint liability group
4) Multi co - operative society যদি কোন infrastructure তৈরী করে
5) Agriculture Technology group for implementation
6) New startup
7) Smart traning
8) contract farmimng
9) Inter state trade
10) warehouse facility ইত্যাদি।
এই সমস্ত facilities এর সাথে কমবে কৃষক আত্মহত্যার ঘটনা, প্রায় 60% disgues Employment কৃষি ক্ষেত্রে কিছুটা হলেও তাদের living standarity বৃদ্ধি পাবে, বাড়বে কৃষকদের আগ্রহ, শতকরা হার বৃদ্ধি পাবে কৃষি ক্ষেত্র থেকে GDP তে যা financial growth এ সাহায্য করবে, ও দেশ কে খাদ্যের দিক থেকে সম্পূর্ন স্বনির্ভর হতে সাহায্য করবে।

English Translation :
The Prime Minister of India has set up the Agriculture Infrastructure Fund on October 9, 2020, keeping in view the plight of farmers in the Indian Department of Agriculture. The allocation of Rs 1 lakh crore in the next 4 years is due to this scheme. For so many years, farmers have only got many facilities for investment in agriculture sector such as improved seeds, prasticide, fertilizer and other facilities but this is the first time in agriculture the focus has been on final goods i.e. post harvesting. This fund can be accessed by associating with co-operative, interprenor. 3% subsidies on agricultural loans up to Rs. Due to the one nation one mundi, strorage facility, post-harvesting due to the Asset Commodities Act, the farmer is aiming at all the opportunities - fair price, proper market facility, proper transaction facility through e-portal.
About 8.55 crore farmers have already been identified and Rs 17,100 crore has been remitted through the bank. In the first 1 year of last 4 years 10,000 lack and in the next 3 years 30,000 lack and 90,000 lack money will be given through this scheme. In the meantime all the banks have been added for the transaction of this scheme.
The GDP growth rate in the agricultural sector was only 11% in 1980 and later it has risen to 7%. Therefore, the agriculture infrastructure fund will play an important role in increasing this percentage.
The following are the possible funds available -

4) Multi co - operative society if it builds any infrastructure
5) Agriculture Technology group for implementation
6) New startup
7) Smart training
8) contract farmimng
9) Inter state trade

With all these facilities the incidence of farmer suicides will be reduced, about 60% of employment will be increased in agriculture but their living standarity will be increased, interest of farmers will be increased, percentage will be increased from agriculture to GDP which will help in financial growth. Will help to be completely self-sufficient.
