ভারতীয় বিদেশমন্ত্রকের জাপানে Visit ও চারটি দেশ, আমেরিকা, জাপান, ভারত ও অষ্ট্রেলিয়ার যুগ্ম বৈঠক ভারতকে আরও মজবুতি করনে সাহায্য করবে। এই কোভিদ পরিস্থিতিতে  ভারতীয় বিদেশ মন্ত্রকের জাপানে যুগ্ম বৈঠক free & open  Indo - pasific stategy নিয়ে তা যথেষ্ট গুরুত্বপূর্ণ। চীনের ক্রমাগত বেড়ে ওঠা বিস্তারবাদ নীতি, সমগ্র ASEAN country তে নিজের প্রভাব ও প্রতিপত্তির স্বপ্ন এমনকি Indo - pasific এর ছোট বড় দেশের উপরে বিকাশ, অর্থনৈতিক নিবেশ ও বানিজ‍্যিক চুক্তির মাধ্যমে আধিপত্য বিস্তারের নীতি চীন গ্রহন করেছে। এই বেড়ে ওঠা আক্রমণাত্মক মানসিকতা আটকানোর জন‍্য ভারত মহাসাগরে Malabar practice ও সম্পন্ন করেছে ভারত, আমেরিকা ও জাপানের যুগ্ম সামরিক বাহিনী কিন্তু এক্ষেত্রে অষ্ট্রেলিয়ার সহায়তা নিয়েও চীনের তরফ থেকে আপত্তির বার্তা উঠেছে ও ভারতকে এক প্রকার হুমকির বার্তা প্রেরন করেছে। কিন্তু কেবলমাত্র সামরিক দৃষ্টিভঙ্গির সহায়তায় যে চীনকে কোন প্রকার আটকানো সম্ভব হবে তা নয় প্রয়োজন 'quad ' ও free & open indo - pasific stategy কে সঙ্গে নিয়ে  বানিজ‍্যিক, সামরিক ও অন‍্যান‍্য technology উদ্ভব করা যাতে সামুদ্রিক region গুলোতে বিকাশ ও প্রগতি উন্নতির শিখরে পৌঁছায়। কিন্তু ভারতের এ কথা মাথায় রাখা প্রয়োজন যে আজ ভারতের কাছে indo - pasific region এর free & open strategy কিছুটা সহায়তা দিলেও ভারত মহাসাগরে বেড়ে ওঠা উদ্বেগকে ও যথেষ্ট গুরুত্ব দেওয়া প্রয়োজন। ভারত মহাসাগর ও তার পাশ্ববর্তী এলাকার ছোট বড় দেশ শ্রীলঙ্কা, বাংলাদেশ, মায়ানমার এদের সঙ্গে চীনের সম্পর্ক ক্রমশ বৃদ্ধি পাচ্ছে। তাই ভারতকে ও যথেষ্ট সহানুভূতির নিরিখে ভারত মহাসাগর এলাকার ছোট দেশ গুলির সঙ্গে সম্পর্ক, সেই দেশে অর্থনৈতিক নিবেশ, বানিজ‍্যিক চুক্তি, climate change ও natural disester এর জন‍্য সহায়তার হাত বাড়াতে হবে। প্রয়োজনে আন্দামান নিকোবরের দ্বীপপুঞ্জে যথেষ্ট উন্নতি ঘটাতে হবে। চীন কেবলমাত্র সমগ্র ASEAN country তে সামরিক নয়, অর্থনৈতিক ও বানিজ‍্যিক দিক থেকেও প্রভাব বিস্তারের জন‍্য চেষ্টা চালাচ্ছে। তাই চীনের এই মানসিকতা কে আটকাতে ভারতকে অন‍্য দেশের সঙ্গে  যুগ্ম ভাবে এবং স্বতন্ত্র ভাবেও policy ও strategy তৈরী করতে হবে।

Indo- pesific region এর দেশগুলি লোকতান্ত্রিক দেশ, তাদের স্বাভাবিকতায়, সতন্ত্রতার কথা মাথায় রাখা যথেষ্ট গুরুত্বপূর্ণ। এক্ষেত্রে 'quad'  ও Indo - pasific region এর strategy এই দুই নীতিকে যুগ্মভাবে এগোতে চাইছে, কিন্তু এটা বোঝা অত‍্যন্ত প্রয়োজন যে 'quad'  ও Indo - Pasific zone এর সম্পর্ক সম্পূর্ণ আলাদা।তাই আজকের জাপানের টোকিও তে যুগ্ম বৈঠকে সামরিক এর সাথে corona virus, technology, 5G সাথে peace & stability বজায় রাখার জন‍্য ও strategy তৈরী করতে হবে। ঐ স্থানে চারটি দেশেরই national interest ভিন্ন তাই ভারতকে এই দিকেও লক্ষ‍্য রাখতে হবে। চীন হংকং ও তাইওয়ানে যে apply chain management তৈরী করেছে তার উপরেও করা দৃষ্টি রাখাটা জরুরি।

এর ই সাথে sea line control,  comercial interest, comunication এর জন‍্য protection এর ব‍্যবস্থা করা, blue economy কে গুরুত্ব দেওয়া, maritime infrastructure এর importance, small & middium Democratic country গুলির স্বাভাবিকত্ত্ব, এই সমস্ত বিষয়ে নীতি গ্রহন করা উচিত তবে চীনের এই বিস্তারবাদী মানসিকতা থেকে একটু হলেও নাড়ানো সম্ভব।

English  Translation :

The Indian Foreign Ministry's visit to Japan and the joint meeting of the four countries, the United States, Japan, India and Australia, will help India strengthen itself.  In this cowardly situation, the joint meeting of the Indian Ministry of External Affairs in Japan on free & open Indo-Pacific stategy is quite important.  China's ever-expanding policy of expansionism, its dream of influence and prestige throughout the ASEAN country, and even its dominance over the Indo-Pacific's small and large countries through development, economic investment and trade agreements have been adopted by China.  The joint military operation of India, US and Japan has been carried out in the Indian Ocean to curb this growing aggressive mentality, but with the help of Australia, China has raised objections and sent a threatening message to India.  But it is not only the military approach that will be able to stop China, but also the need to develop trade, military and non-industrial technologies along with 'quad 'and free & open indo-pacific stategy to reach the pinnacle of development and progress in the maritime regions.  But India needs to keep in mind that even if the free & open strategy of the Indo-Pacific region gives some support to India today, it also needs to give enough importance to the growing concerns in the Indian Ocean.  China's relations with Sri Lanka, Bangladesh and Myanmar, the small and big countries of the Indian Ocean and its adjoining areas, are gradually increasing.  Therefore, India, in terms of sufficient sympathy, needs to extend a helping hand to small countries in the Indian Ocean region, economic investment, trade agreements, climate change and natural disasters.  If necessary, the Andaman and Nicobar Islands need to be significantly improved.  China is trying to exert influence not only militarily, but also economically and commercially in the entire ASEAN country.  Therefore, in order to curb this mentality of China, India has to formulate policies and strategies jointly and individually with other countries.

 It is important to keep in mind that the countries of the Indo-Pacific region are democracies, in their naturalness and independence.  In this case, the strategy of 'quad' and Indo-Pacific region wants to move forward with these two principles, but it is very important to understand that the relationship between 'quad' and Indo-Pacific zone is completely different.  We need to create a strategy to maintain peace & stability.  The national interests of the four countries are different in that place, so India has to keep an eye on this as well.  It is important to keep an eye on the application chain management that China has created in Hong Kong and Taiwan.

 Along with sea line control, commercial interest, protection of communication, importance of blue economy, importance of maritime infrastructure, normalization of small & medium democratic countries, policy should be adopted on all these issues but from this expansionist mentality of China.  It is possible to move a little.
