কৃষকদের উন্নতিতে দেশের অর্থনীতি অনেকাংশেই স্বনির্ভরশীল হয়। কিন্তু সেই কৃষকদের Protest বর্তমানে central govt কে তাদের সঙ্গে কথাবার্তার জন্য তৈরী করেছে। শুক্রবার সেই উদ্দেশ্যেই কেন্দ্রীয় সরকার ও কৃষকদের মধ্যে বার্তালোচনার মাধ্যমে কিছু সুযোগ সুবিধা কৃষকদের দেবার কথা ঘোষনা করা হয়েছে সরকারি তরফে।
এই ঘোষণা অনুসারে কেন্দ্র সরকার contract farming কে যথেষ্ট গুরুত্ব প্রদান করেছে। কৃষক যাতে ফসলের সঠিক মূল্য পান, কৃষক মান্ডির সুবিধা যথেষ্ট পরিমাণে গ্রহন করতে পারে এবং সেই সঙ্গে fartilizer facility, pesticides facility, free electricity & water এই জিনিসের দিকেও যথেষ্ট গুরুত্ব দিয়েছে। পুরাতন MSP ও APMC new act এর মাধ্যমেও কিছু সুযোগের ব্যবস্থা করা হয়েছে।
এখন দেখে নেওয়া যাক কি কি সেই সুবিধা?
1) কৃষকেরা কেবল মাত্র নিদিষ্ট কিছু govt মান্ডি র সুযোগ সুবিধা ভোগ করত, বর্তমানে private মান্ডি র ও ব্যবস্থা করা হয়েছে।
2) ফসল তোলার seasonal time আসার আগেই farmers দের সঙ্গে private company গুলির contrast স্বাধন করা যাবে।সেক্ষেত্রে কৃষকদেরও ফসলের price এর সমস্যা মিটে যাবে ও private woner রা ও সরাসরি কৃষকদের সঙ্গে যুক্ত থাকতে পারবে যেকোন ফসলের ক্ষেত্রে।
3) কেবলমাত্র ফসলের ক্ষেত্রেই contrast farming নয়, service, pesticides, fertilizer ও seeds এর ক্ষেত্রেও এটি প্রযোজ্য হবে।
4) এক্ষেত্রে ছোট,বড় ও মাঝারি কৃষকদের জমির মালিকানার উপর কোন প্রতিবন্ধকতা আসবে না, contract কেবল শষ্য, ফসলের উৎপাদন, চারাবীজ, quality product, সার বা pesticides এর উপরেই প্রযোজ্য হবে।
5) Trader দের কৃষকদের সঙ্গে যুক্ত হতে হলে একটি নির্দিষ্ট registration থাকতে হবে।
6) যেকোন কৃষক private মান্ডিতে তার শস্য রাখতে চাইলে কেবলমাত্র pan card থাকলেই চলবে।
7) কৃষক ও private trader দের সঙ্গে কোন সমস্যা হলে তারা তাদের সমস্যার জন্য SMD court এ যেতে পারে।
8) এই সমস্ত পদ্ধতি গুলি বিশেষত APMC act কে গুরুত্ব দিয়েই সম্পাদিত হবে।
9) যদি কৃষকের মনে কোন প্রকার আশঙ্কার সৃষ্টি হয় তবে সরকার তার জন্য তৎপর থাকবে।
10) কৃষকরা যাতে ফসলের ন্যায্য মূল্য পান তার জন্য MSP এর ব্যবস্থা বহুদিন ধরেই maintain করা হচ্ছে।
তবে আজও বহু কৃষকের কাছে MSP ও APMC act সমন্ধে স্বষ্ট ধারনা নেই।
এই MSP অর্থাৎ Minimum Support Price হল - যে কোন ফসলের জন্য সরকার, কৃষকদের পারিশ্রমিক বিবেচনা করবে এবং তা সমর্থন যোগ্য হলে, সরকারি সংস্থা গুলি যখনই কোন ফসল সংগ্রহ করবে তখন MSP র দ্বারা তার ন্যায্য মূল্য দেওয়া হবে।
এর পাশাপাশি দেখে নেওয়া যাক APMC act গুলি, যাকে সরকার যথেষ্ট গুরুত্ব প্রদান করেছে।যার দ্বারা কোন মধ্যপন্থী ছাড়াই কৃষক সরাসরি তার ফসল বিক্রয় করতে পারবে E - NAM এর মাধ্যমে ও ফসলের দাম ও সুরক্ষিত করতে পারবে।
1) কৃষকেরা এখন APMC র বাজারে না গিয়েও সরাসরি কৃষজ পন্য বিক্রি করতে পারবে।
2) তারা যেকোন ক্রেতার কাছে বিক্রি করার অধিকারী হবেন।
3) কৃষক যদি APMC র বাজারে তার ফসল বিক্রি না করেন তবে তিনি APMC নির্বাচনে অংশ নেবার সুযোগ পাবেন না এবং APMC বিপনন কমিটির অংশ হবেন না।
4) Others farmers, exporters, graders, processors, packers রা এখন সরাসরি কৃষকদের কাছ থেকে কিনতে পারবেন এবং APMC র বাজারে যাওয়ার দরকার নেই।
5) রাষ্ট্রীয় একচেটিয়া ব্যবস্থা কে নামিয়ে আনা হবে এবং বেসরকারী yards গুলি চালনার পথ প্রসস্ত করা হবে।
6) permit গুলি ব্যক্তিগত yards গুলির জন্য সরবরাহ করা হবে।
7) কৃষকদের তাদের পন্য বিক্রি ও বিক্রয়ের জন্য প্রত্যক্ষ ক্রয় কেন্দ্র থাকবে।
8) এই জাতীয় বাজারের পরিচালনা ও উন্নয়নে সরকারী বেসরকারী অংশীদারিত্বের অনুমতি দেওয়া হয়েছে।
9) হিমঘরে সংরক্ষণের জন্য আরও ভাল পরিচালনা, কৃষকের উৎপাদনের জন্য প্যাক হাউসের ঠিক আগে প্রাক্ কুলিংয়ের সুবিধা দেওয়া হয়েছে।
10) APMC র দ্বায়িত্ব আরও বারানো হয়েছে।
অর্থাৎ সর্বশেষ এটাই বলা যায় যে কৃষকেরা নতুন করে তাদের অর্থনৈতিক সমৃদ্ধির কথা ভাবতে পারবে, রক্ষা পাবে তাদের অস্তিত্ব ও ন্যায্য মূল্যায়ন।

5) The state monopoly will be brought down and the way will be paved for the operation of private yards.
6) Permits will be provided for individual yards.
7) Farmers will have direct purchasing center for selling and selling their produce.
8) Public-private partnership is allowed in the management and development of this national market.
9) For better management of cold storage, pre-cooling facility has been provided just before the pack house for farmer's production.
10) The responsibilities of APMC have been further extended.
