ভারতীয় Retail & wholesale trader দের কে আবার MSME কম্পানির অর্ন্তভূক্ত করনের কথা জানিয়েছেন বর্তমান প্রধানমন্ত্রী নরেন্দ্রমোদী। পূর্বে, 2017 এই retailer এবং wholesale দের কে MSME র under থেকে বাদ দেওয়া হয় কিছু কর্ম পন্থার জন্য, কিন্তু নতুন ভাবে আবার এর পুনরাবৃত্তি industrial revolution কে আরও উন্নতির দিকে নিয়ে যেতে পারে।

প্রথমত, প্রতিটি retailer বা wholesaler দের কে MSME র অন্তরায় আসতে হলে একটি সঠিক ও উপযুক্ত registration maintain করতে হবে। কিন্তু বর্তমানে এই registration পদ্ধতির গোড়াতেই গলদ রয়েছে। যত পরিমাণ retailer or wholesaler রা উপলব্ধ রয়েছে বা registration এর জন্য আপিল করেছে তার মাত্র সিকিভাগ ই এই registration করাতে সক্ষম হয়েছে। যেক্ষেত্রে bank বা অন্যান্য আইনি কার্যকলাপে সমস্যার সৃষ্টি হচ্ছে।
এপ্রসঙ্গে, এটি জানা অত্যন্ত প্রয়োজন যে এই registration সঠিকভাবে হতে হলে তিন ধরনের category র সম্মুখীন হতে হবে। যারা এর আওতায় পড়বে তারা MSME র under এ থেকে MSME র কিছুটা সুযোগ পাবে। তাদের business development এর জন্য যে loan উপলব্ধ হবে তা এই তিন ধরনের category তে বিভক্ত হবে অর্থাৎ তার মধ্যে classification থাকবে। Retailer বা wholesaler রা priority sector loan এর জন্য apply করতে পাবরে যার rate of Interest অত্যন্ত কম। পাশাপাশি, এই ব্যবসায়িক স্তরে কিছু digital based retailer বা Wholesaler রা ও যুক্ত হয়ে পড়েছেন ফলে তারা ও এই trading activity র অর্ন্তভূক্ত হয়ে পড়েছে, যা পরবর্তীতে manufacturing বা service sector এ priority sector loan এর জন্য সমস্যার সৃষ্টি করতে পারে।
তবে 2017 সালে MSME Act ও Small and middium development Act এর দরুন সেই মুহূর্তে traders দের সেভাবে কোন প্রকার উন্নতি সম্ভব হয়নি, অথচ তারাই ছিল supply- chain maintain করার একমাএ পথ। অথচ সেখানে manufacturing ও service sector এ এই trader দের কোন involvement ই করা সম্ভব হত না। তাই বর্তমানে নতুন ভাবে Retailer বা wholesale দের MSME র আওতায় আনা হলে MSME র criteria র আওতায় পড়বে তারা। এই বর্তমানে একে মূল্য দিয়ে যতদ্রুত, উপযুক্ত ও সঠিক পন্থায় registration সম্পন্ন করা হলে Bank, Retailer, Wholesaler ও trader রা সকলেই উপকৃত হবে এবং যা পরবর্তীতে industrial sector এ বড় পরিবর্তন আনবে।
