ভারতের অন্তঃদেশীয় port পরিবহন বিভাগে, রাজ্যসভায় দ্বিপাক্ষিক বিরোধ সমাপ্তির পর\ Inland vassals bill, 2021 পাস হল যুক্ত সংঘটীয় গনতান্ত্রীক কাঠামোকে সামনে রেখে। ক্রমাগত লাগাতার বিবাদ ও দ্বন্দ্ব সমাপ্তির পর নতুন ভাবে লোকসভাতে এই বিলটি পাশ হল ভারতীয় অর্থনৈতিক activities কে পর্যালোচনা করে। বহু পুরোনো অর্থাৎ প্রায় একশ বছরের পুরোনো নিয়মকানুন, পরিবহন সমস্যা এবং registration বিষয়ক সমস্যার সমাধান হল এই bill amendment এর মাধ্যমে। এর বহুপূর্বেই প্রায় 1917 সালের অন্তঃদেশীয় জাহাজ পরিবহন, তার সুরক্ষা, navigation techniques নিয়েও যথেষ্ট সমস্যার মুখে পড়তে হয়েছিল এই ভারতীয় navigation industry কে। তবে বতর্মানে 2020 -21 সালের এই inland vassals bills এই navigation industry কে কিছুটা স্বস্তির নিঃস্বাস ফেলতে সাহায্য করেছে।
এই বিল অনুযায়ী, ভারতের বিভিন্ন নদীর উপরে গড়ে ওঠা water base গুলির সঠিক সুরক্ষা, রক্ষনাবেক্ষন ও আরও নতুন করে বেশ কিছু water base বানানোর পরিকল্পনা করা হচ্ছে। এর পাশাপাশি অন্তঃরাষ্ট্রীয় বহু নদীকে সংযুক্তি করনের মাধ্যমে, ব্যবসায়িক ক্ষেত্রে goods পরিবহনের জন্য জাহাজ গুলিকে যেকোন প্রকার যুক্তিপূর্ণ পরিস্থিতি থেকেও মুক্তি দেবার ব্যবস্থা করা হয়েছে। এতদিন এই navigation industry র কোন centralized authority ছিল না, এমনকি inland water communication এর জন্য নানা সময় জাহাজ গুলির registration, তাদের সুরক্ষা ও উদ্দেশ্যকেও তরান্বিত করা হত যেটি বর্তমানে একটি centralized authority দ্বারা নিয়ন্ত্রিত হবে। তবে এক্ষেত্রে কেবলমাত্র Central govt ই নয় রাজ্য সরকার গুলিরও কিছু মুখ্যত ভূমিকা রয়েছে। বিশেষত, জাহাজ গুলির mechanical সম্বন্ধীয় proportion এর বিষয়গুলি রাজ্যসরকার দ্বারা নিয়ন্ত্রিত হবে। যেমন- যদি কোন জাহাজে mechanical proportion বা technical ত্রুটি থাকে বা তার সঠিক innovation না হয় তবে সেই জাহাজগুলি নদী থেকে সমুদ্রতট বা বড়নদীর গভীর জলস্তরে পৌঁছাতে পারে না।
তাই এই সম্বন্দ্বীয় সমস্ত সমস্যার সমাধান বা পরিচালনা রাজ্য সরকার দ্বারা কার্যকারী হবে।
পক্ষান্তরে, যদি economical thinking গূলির দিকে লক্ষ্য করা হয় তবে দেখা যায় যে ভারতে বিমান পরিষেবা বা সড়ক পরিষেবার দ্বারা যে পরিমাণ fuel খরচ করা হয়, cargo গুলির নির্দিষ্ট পরিমাণ weight কে বহন করতে, সেই স্থানে পূর্বের সাপেক্ষে অনেক কম fuel খরচের দরুন আরও অনেক টন cargo জল পরিবহন দ্বারা transfer করা সম্ভব। তাই economically এই নতুন পদক্ষেপ ও হবে সুচারু। বহুদিনের চেষ্ঠায় এই inland vassal bill, 2021, প্রকৃতপক্ষে, economically, communicative হিসেবে, transport খরচ অনেকাংশেই কম করে, eco-friendly পদ্ধতিতে অন্তঃদেশীয় পরিবহনে কার্যত একটি মুখ্য ভূমিকা পালন করবে।

However, not only the central government but also the state governments have some major role to play in this. In particular, matters relating to the mechanical proportion of ships will be regulated by the State Government. For example, if a ship has a mechanical proportion or technical defect or it does not have proper innovation, then those ships can not reach the deep water level of the beach or the big river from the river.
