ভারতীয় Construction এর একটি অধ্যায়ে রয়েছে governor rule,যেটি হল একটি nominal executive head এবং Independent body।president এর প্রতিনিধি মানে এক প্রকার president এর তত্ত্বাবধানে রাজ্য সরকার গুলির উপর নজর রাখেন governor।এক্ষেত্রে সমস্যা তৈরী হয় governor এর post এর জন্য যখন central govt ও state govt আলাদা party থেকে belongs করে। কোন রাজ্যের appointed member,governor সেই রাজ্যের head,যার মতাদর্শেই state govt সেই রাজ্যের যে কোন পরিচালনা,কোন decisions,state এর protection,central বা state scheme চালাতে পারে।তাই যে কোন C.M ই বাধ্য থাকেন যে কি কি কাজ state govt দ্বারা সংঘটিত হচ্ছে তার পুরো তথ্য governor এর কাছে পৌঁছে দেবার জন্য।তবে এক্ষেত্রে c.m এর কোন কাজ governor এর সঠিক মনে না হলে c.m কে বা bord of ministers এর কাছে সেই তথ্যের কারন জানতে চাইতে পারেন বা সঠিক করার পরামর্শ দিতে পারেন।এতে কাজ না হলে তিনি president এর কাছে information দিতে ও পারেন না ও দিতে পারেন।কিন্তু governor ও কোন রাজ্যের c.m opponents পার্টির হলে direct information p.m অব্দি পৌঁছায় আর এখানেই একটা প্রশ্ন ওঠে যে governor কি আদও একটি independent body?central power ব্যবহারের মধ্যে দিয়ে দেশের সংবিধান কে উলঙ্ঘন করছে না governor?কিছু ক্ষেত্রে এর বিপরীত ও দেখা যায়,কখনও কখন governor,c.m কে proper information,better initiative planing ক্রমাগত পাঠালেও তা কোন রকম আলোচনা না করেই state govt সেই কাজ সম্পন্ন করে।তাই এক্ষেত্রে একটা বিষয় খুবই জরুরি যে proper co-ordination এর মাধ্যমে center আর state এর মধ্যবর্তী রাজনীতি কে বাদ দিয়ে ঐ দায়িত্বপূর্ণ চেয়ার গুলোর স্বতন্ত্রতা পালন করা দরকার যেখানে রাজনীতির আগে দেশের পরিচালনা,রাষ্ট্রের উন্নতি,সাধারন মানুষের সহায়তাকে গুরুত্ব দেওয়া হয়।তাই এই cental ও state govt এর aggressive mentality পরিত্যাগ করে জাতীয় স্বার্থকে সামাজিক স্তরে মূল্য দিয়ে সতন্ত্র harmony র দ্বারা দেশের উন্নতি কল্পে লিপ্ত হলে আগামী দিনের পথকে সঠিক দিশা প্রদান করা সম্ভব।
