Puducherry হল চারটি সমুদ্র উপকূলবর্তী এলাকার সমারোহে গড়ে ওঠা একটি ভারতীয় Union territory যা mahe কেরালায়, karaikol ও pondicherry তামিলনাড়ুতে,yanan অন্ধ্রপ্রদেশের মধ্যে বিরাজমান।আরবসাগর,ভারতমহাসাগর ও বঙ্গোপসাগরের ছোঁয়াতে প্রচুর প্রাকৃতিক শোভাবর্ধক এই জায়গাটি 1962 সালে ভারতের মূল ভূখন্ডের সঙ্গে যুক্ত হয়েছে।এত ক্ষুদ্র ও বিক্ষিপ্ত হওয়া সত্ত্বেও এখানে মানুষের ঢল উপচে পরে প্রাকৃতিক শোভা উপভোগের জন্যে।তবে পর্যাপ্ত অর্থনৈতিক সম্পদের অভাবে এখানে মানবজাতির উন্নয়ন খুব একটা চোখে পরে না তার একটা বড় কারন হিসাবে pondycherry সরকার ঘোষনা করেছে যে সেই Union territory তে একটি সঠিক পরিকাঠামো যুক্ত court প্রয়োজন।বর্তমানে কোন একটি রাজ্যের অন্তর্ভুক্ত যে কোন রকম কোর্টের খরচ সেই রাজ্যের তরফেই maintained করা হয়।তাই পন্ডিচেরী র ক্ষেত্রে সমস্ত আর্থিক অনুদান মাদ্রাজ কোর্টে পৌঁছায় শুধুমাত্র যুগ্মকোর্ট হবার কারনে তার সাথে consolidated fund of India র তরফে administrative expense এর জন্যে টাকাও পায় মাদ্রাজ কোর্ট।শুধুকি তাই চতুর্দিকে বিস্তৃত হওয়ায় পন্ডিচেরি হতে মাদ্রাজ কোর্টে সুনানির জন্য আসতে প্রচুর মানুষকে ঘোরা পথে আসতে হয় অথবা এই সমস্যা এরাতে মাদ্রাজ কোর্টের পাশেই থাকা খাওয়ার ব্যবস্থা করতে হয় যা প্রচুর ব্যয়বহুল,কিন্তু এই আর্থিক ব্যয়ের মধ্যে দিয়ে ই মাদ্রাজ কোর্টের পাশ্ববর্তী এলাকার development হচ্ছে যা chennai govt এর জন্য সুখবর।কিন্তু এই বিপুল অর্থ পন্ডিচেরী সরকার তার এলাকার development এ ব্যবহার করতে পারে।এত ছোট Union territory হওয়া সত্ত্বেও ভারতের কয়েকটি ছোট রাজ্যের 4 গুন case এই পন্ডিচেরীতে পরিলক্ষিত হয় 2010 এর পরিসংখ্যান অনুযায়ী। তাই সমুদ্রে ঘেরা এই জায়গাটির দাবি টিকে একেবারেই ফেলে দেওয়া যায় না,তাছাড়া ভারতে 10 lack লোকের জন্যে যেখানে 50 judge allotment হওয়া উচিত কিন্তু বাস্তবে 10.3 অথবা 13 জন judge রয়েছে 10 luck জনগনের জন্য এই অপর্যাপ্ত judge এর কারনে বেশিরভাগ সময়েই দেখা যায় একটি case এর সমাধান হতে 50,60 বছর লাগে।এই পরিস্থিতির ক্রম উন্নতি না হলে case এর উপর case জমবে কিন্তু রায় আসা পর্যন্ত আসামি তার জীবনের স্বাচ্ছন্দ উপভোগ করার সুযোগ পাবে। জনসংখ্যা, জনবন্টন ও case এর পরিমান দেখে কোর্টের সমবন্টন হওয়া প্রয়োজন proper judicial system কে maintained করার জন্যে short period এ রায় দেবার মধ্যে দিয়ে।শুধু কি তাই,আন্তর্জাতিক স্তরে সীমান্তবর্তী এলাকার উন্নয়ন পর্যটন শিল্প,শ্রীলঙ্কার সাথে বৈদেশিক সম্পর্ক কে আরও মজবুত করবে যা আমাদের security র জন্যে যথেষ্ট গুরুত্বপূর্ণ।তাই এই দাবি গ্রহনীয় ও যুক্তি সংগত।
