বহুদিন ধরে চীন ও ভারতের মধ্যে সীমানা প্রান্তবর্তী এলাকা নিয়ে আন্তর্জাতিক স্তরে বিবাদ দেখা দিয়েছিল। আজ তাই ভারত সরকারের মুখ্য দুই প্রতিনিধি Home ministry ও defence ministry র মধ্যে আলোচনার পর defense ministry রাজ্যসভায় স্বষ্টভাবে জানিয়েছেন যে - ভারত, ভারত- চীন সীমানাবর্তী এলাকার দ্বন্ধ নিয়ে চীনের সঙ্গে আর কোন প্রকার সহানুভূতির হাত বাড়াবে না বা এই বিষয়কে লঘু করে নেবে না, তার সম্পূর্ন বার্তায় এটা পরিষ্কার যে ভারত সরকার চীনের এই কার্যকলাপের বিরুদ্ধে রুখে দাঁড়াবার জন্য সম্পূর্ন প্রস্তুত, চীন কেও সেই বার্তা স্বষ্ট রূপে জানিয়ে দেওয়া হয়েছে তাদের রাজ্যবিস্তার কারী আগ্রাসী মনোভাবের জন্য। তিনি এর সাথে আরও বলেন যে চীন বহুবার line of control অতিক্রম করে এই দেশে প্রবেশ করেছিল তার ফল সরূপ ভারত ও চীনের মধ্যে ১৯৯৩,১৯৯৬ ও ২০১৩ সালে দুই দেশের মধ্যে treaty করা হয়েছে কিন্তু পক্ষান্তরে তাতেও কোন প্রকার ভাল ফল হয় নি।ক্রমাগত চীন এই treaty কে গুরুত্ব নি দিয়ে চীনের সেনাবাহিনীকে ভারতীয় প্রান্তে প্রবেশ করাতে উৎসাহ প্রদান করেছে তাদের কুচকাওয়াজ, নানা প্রকার খেলার মধ্যে দিয়ে।
বর্তমানে সমগ্র বিশ্ব চীনকে দায়ী করছে করোনা pendamic এর জন্য কিন্তু তাতেও চীনের অস্বীকার বার্তা যেখানে চীনের উহান হল করোনার উৎপত্তি স্থল।ঠিক সেই বিপদ কালীন পরিস্থিতিতেই একের পর এক ভারতের সীমানা পার করে এদেশে প্রবেশ, সীমানা পাশ্ববর্তী এলাকার development, fiber optical বসানো সীমানা বরাবর, অত্যাধিক সেনা মোতায়েন, সীমানা পাশ্ববর্তী এলাকার দেশ গুলোকে ভারতের বিরুদ্ধে যাবার জন্য মদত, firing আরও কত কি।
এখন প্রশ্ন হল কেন চীনের এমন পদক্ষেপ?
1) চীনের আগ্রাসী নীতি, তারা মনে করে তারাই একমাত্র সারাবিশ্বে উৎকৃষ্ট তাই তাদের দেশের internal security বজায় রাখার জন্য বিগত ১০, ২০ বছর ধরে border area তে ক্রমাগত infrastructure করে চলেছে।
2) চীনের domestically economy বর্তমানে যথেষ্ট strong তার সাথে চীনের সাধারণ নাগরিক, youth, it sector এর ক্রমাগত প্রশ্ন তোলা চীনের website এ, সেই দেশের govt এর কার্যকলাপ নিয়ে। সেই জন্য তাদের কে একটি positive দৃষ্টিভঙ্গি create করতে govt এর progressive step টা দেখানো অত্যন্ত আবশ্যক।
3) চীন কেবল ভারতকেই না সমগ্র বিশ্বে একটি message দিতে চায় যে তারা এশিয়ার মধ্যে সবথেকে বেশী শক্তিশালী, তারা multiple national security র বিরুদ্ধে একা রুখে দাড়াবার ক্ষমতা রাখে তাই USA, Japan, Australia, south china sea এর ছোট ছোট দেশ গুলো অর্থাৎ ভারতের সঙ্গে বন্ধু সুলভ দেশ গুলোকে চীনের আগ্রাসী মনোভাব দেখাতে চাইছে।
এই ধরনের মানসিকতা কে সকলের সামনে তুলে ধরে সারাবিশ্বে শান্তির বাতাবরন ভঙ্গ করে যুদ্ধকালিন পরিস্থিতি উৎপন্ন করছে।আর ভারত ও ক্রমাগত চীনের এই নিকৃষ্ট পদক্ষেপ আর সহ্য না করে রুখে দারাবার মনোভাব গ্রহন করেছে।যেহেতু চীনের সঙ্গে আর বানিজ্যিক সম্পর্ক সম্ভব নয় তাই ভারতের ও রুখে দাড়ালে কোন সমস্যা নেই পক্ষান্তরে রাজনাথ সিং এর এই দৃঢ় সংকল্প।
এখন একটু দৃষ্টি আকর্ষন করা যাক সেই treaty গুলোর উপর যা চীন ও ভারতের মধ্যে দ্বীর্ঘদিন ধরে সম্পন্ন হয়েছে এবং চীন ক্রমাগত তা উলঙ্ঘন করেছে।
1) Indo - China treaty of ১৯৯৩ : ১৯৯৩ সালের সেপ্টেম্বরে প্রথমবার সাক্ষরিত চুক্তিতে পাঁচটি নীতির কথা বলা হয়েছিল।
i) সার্বভৌমত্ব ও আঞ্চলিক অখন্ডতার প্রতি পারস্পরিক সন্মান।
ii) পারস্পরিক আগ্রাসী নীতি ত্যাগ।
iii) একে অপরের অভ্যন্তরীন ব্যপারে কোন প্রকার হস্তক্ষেপ করা যাবে না।
iv) সাম্যতা ও পারস্পরিক সুবিধা এবং শান্তিপূর্ণ সহাবস্থান এর ভিত্তিতে চুক্তিপত্রে প্রবেশ।
v) ভারত - চীন সীমান্তবর্তী অঞ্চলে প্রকৃত নিয়ন্ত্রণের সীমানা বরাবর এলাকায় শান্তি ও প্রশান্তি বজায় রাখতে হবে।
2) Indo - China treaty of ১৯৯৬ : এই treaty র মধ্যে দিয়ে উভয় পক্ষই নিশ্চিত করে যে তারা ভারত - চীন সীমান্তবর্তী অঞ্চলে প্রকৃত নিয়ন্ত্রণ রেখা বরাবর পারস্পরিক সম্মত ভৌগলিক অঞ্চলগুলির মধ্যে দুই দেশের সামরিক বাহিনীকে দুদেশের বন্ধুত্বপূর্ণ ও ভাল প্রতিবেশী সম্পর্কের সাথে সামঞ্জস্য রেখে নূন্যতম স্তরে সীমাবদ্ধ করবে।
3) Indo - China treaty of ২০১৩ : এই treaty র মাধ্যমে দু দেশই সম্মত হয়েছে যে, ভারত - চীন সীমান্তবর্তী অঞ্চলে যেখানে line of actual contral নেই সেখানে দুই পক্ষ থেকেই একে অপরের সেনাবাহিনীর টহল অনুসরন বা tail patrols করবে না।
কিন্তু চীন এই সব treaty গুলি আগে থেকেই উলঙ্ঘন করেছে তাই অতিরিক্ত বারবারন্তির কারনে রাজনাথ সিং এর এই পদক্ষেপ যথেষ্ট যুক্তিসংগত।তবে ভারতকেও এর জন্য সব দিক থেকেই প্রস্তুত থাকতে হবে।
