ভারতে এই প্রথম প্রায় ৭০ - ৭১ বছর পর ভারতের উওর প্রান্তে অবস্থিত জম্মু ও কাশ্মীরের জেলা স্তরের ভোট গননার ব্যবস্থা করা হয়।কাশ্মীর, ভারত ভূখণ্ডের সঙ্গে যুক্ত হয় Article 370 ও Article 35A এর দ্বারা যা dual citizenship ও অন্যান্য স্বাধীন তকমা বহন করত। কিন্তু August 2019 এর পর থেকে এই স্থানে Article 370 ও Article 35A কে সরিয়ে ভারত ভূখন্ডের অর্ন্তভূক্ত কাশ্মীর একটি union territory র তকমা পেয়েছে।লোক তান্ত্রিক ভারত বর্ষে cental facility, funding, development, growth সবই ভারতের অন্যান্য রাজ্যে সমভাবে বন্টিত হলেও জম্মু ও কাশ্মীর এই সমস্ত সুযোগ সুবিধা থেকে বঞ্চিত ছিল বহু দিন। পঞ্চায়েত স্তরের মত ঘ জন্য কিছু funding পেলেও সেখানে কোন প্রকার অনুমোদন বা development করা সম্ভব ছিল না কেন্দ্রীয় সরকারের।তাই এই প্রথমবার ত্রিস্তরীয় পঞ্চায়েত ব্যবস্থা কার্যকারী হতে চলেছে জম্মু কাশ্মীরে যা সেখানকার সাধারণ নাগরিকরা তাদের উপস্থিতি দ্বারাই প্রকাশিত করছে।আগে যেখানে মাত্র ১০%, ১২% polling এর উপস্থিতি যথেষ্ট গুরুত্ব প্রদান করত আজ তা অর্ধেক ছাড়িয়ে প্রায় ৫২% তে পৌঁছেছে।ঐ স্থানের সাধারণ মানুষের পরিস্থিতির বদল সকলেই একটু একটু করে বুঝতে পেরেছে।ফিরেছে উপত্যকার স্বাচ্ছন্দ্য, আজ যেখানকার মানুষও তাদের ভবিষ্যৎ প্রজন্মকে নিয়ে যথেষ্ট উৎসাহি। ক্রমাগত আজাদ কাশ্মীরের মানসিকতা, মানুষের মধ্যে থাকা বিবাদ, দ্বন্ধ আজ অনেকটাই কম। পাথর ছোঁরা, রাস্তায় মেলেটারি ফোর্সের উপর হামলা, এই পরিস্থিতি পরিবর্তন সত্যিই লক্ষনীয়। জম্মু ও কাশ্মীরের আয় ছিল কেবলমাত্র পর্যটন শিল্পকে কেন্দ্র করে তার বাইরে টেরিরিজম, আর মেয়েদের উপর অত্যাচার এই ছিল সেখানকার পরিস্থিতি।আজ জেলাস্তরর সহায়তার মধ্যে দিয়ে প্রতিটি ছোট ছোট ঘরকে একত্রিত করার আসায় রয়েছে কেন্দ্রীয় সরকার। অর্থনৈতিক পরিস্থিতিকে সুরক্ষা দেবার জন্য cental fund এর অর্থ ও আজ পৌঁছাচ্ছে সর্বনিম্ন স্থরে। মাত্র ৬% - ১০% মন্ত্রীত্বের শাসনাধীনে চলা জম্মু কাশ্মীরের পরিস্থিতির বদলে জম্মু তে ১০ টি ও কাশ্মীরে ১০ টি জেলাতে DDC গঠন করা হয়েছে। যেখানে প্রতিটি জেলাতে ১৪ টি sit অর্থাৎ মোট ২৮০ টি জায়গায় ভোটের স্থল নির্ধারিত করা হয়েছে। এই ভোটের result দেওয়া হবে ২২ শে ডিসেম্বর ২০২০ তে। এখানে সবথেকে আশ্চর্যের বিষয় হল বয়েস্যজেষ্ঠ লোকেদের অর্থাৎ প্রায় ১০০ বছরের বৃদ্ধ লোকেরাও polling এর স্থানে তাদের আস্থা বজায় রেখেছে।যেখানে কাশ্মীর ভূমিকে ভারতের স্বর্গরাজ্য বলা হয় সেই স্থানই এতবছর ভারতীয় পর্যটন শিল্পের তালিকায় প্রথম সারিতে নেই। উপত্যকার অশান্তি, ক্রমাগত অর্থনৈতিক ঘার্তি, বাচ্চাদের শিক্ষার অভাব, মেয়েদের প্রতি অত্যাচার ওখানকার নাগরিকদের ভারতবর্ষের প্রতি একটি negative মানসিকতা তৈরী করেছিল যার পরিনতি হিসাবে ভারতবিরোধী মানসিকতা প্রদন করেছিল তারা যার আজ পরিসমাপ্তি হতে চলেছে এই ভোটাভুটির উপস্থিতির মধ্যে দিয়ে।

English Translation :
This is the first time in India, after about 70-71 years, that the counting of votes has been arranged at the district level in Jammu and Kashmir on the northern edge of India. Kashmir is annexed to Indian territory by Article 370 and Article 35A But since August 2019, Article 370 and Article 35A have been removed from this place and Kashmir has been given the title of a union territory. I was deprived of opportunities for many days. Despite receiving some funding like panchayat level, there was no approval or development from the central government. So, for the first time, a three-tier panchayat system is going to be implemented in Jammu and Kashmir which is being expressed by the common people through their presence. The presence of polling used to be very important, today it has more than halved to about 52%. Everybody has understood the change in the situation of the common people in that place little by little. The constant mentality of Azad Kashmir, the conflict among the people, the conflict is much less today. Stone pelting, attacks on military forces in the streets, the change in this situation is really noticeable. Jammu and Kashmir's only income was from the tourism industry, terrorism outside of it, and the oppression of girls was the situation there. Today, the central government has come to unite every small house with the help of the district level. The money of the cental fund to protect the economic situation is reaching its lowest level today. DDCs have been formed in 10 districts in Jammu and 10 districts in Kashmir instead of the situation in Jammu and Kashmir, which is under the rule of only 8% -10% of the ministers. Where in each district 14 sits i.e. a total of 280 places have been allotted polling stations. The result of this vote will be given on 22nd December 2020. The most surprising thing here is that even the elderly, i.e. the 100-year-olds, have maintained their confidence in the polling. The unrest in the valley, the constant economic turmoil, the lack of education for children, the oppression of girls created a negative attitude of the people towards India which resulted in an anti-India mentality which they are going to end today with the presence of this vote.
