প্রধানমন্ত্রী নরেন্দ্রমোদীর আরও একটু গুরুত্বপূর্ণ ঘোষণা হল - ত্রিকোণাকার বিশিষ্ট নতুন Parliament নির্মানকার্য, যার জন্য প্রথম ইট ও স্থাপিত হল। এই বিপুল ভারতবাসীর একতার স্বাক্ষী এই নতুন parliament, স্বতন্ত্রতা, একরাষ্ট্র বিশিষ্ট, আত্মনির্ভর, লোকতান্ত্রীক, সংস্কৃতি পূর্ণ, ঐক্যবদ্ধ ভারতের ভিত্তি হবে এটি। নরেন্দ্রমোদীর এই স্থাপত্য এক নতুন অধ্যায়ের সূচনা করবে বলে দাবি তাঁর। ভারতের বর্তমান পার্লামেন্ট ব্রিটিশ সময়ে স্থাপিত প্রায় ১০০ বছরের পুরোনো ঐতিহ্যবাহী বিশালাকার ইমারত। কিন্তু আজ তার ঠিক সামনেই তিনতলা বিশিষ্ট, সম উচ্চতা সম্পন্ন, advance architect এর নতুন design এর দ্বারা পরিকল্পিত ও দেশীয় কম্পানি TATA Industry এর সহযোগিতায় নতুন নির্ভরশীল স্থান তৈরী হতে চলেছে।
এই নতুন স্তম্ভ আগামীদিনে কেবলমাত্র ভারতেরই ঐতিহ্যবাহী নয় সমগ্র বিশ্বের কাছে ঐতিহ্যপূর্ণ কার্যালয় বলে নির্বাচিত হবে তাই ই আশাবাদী প্রধানমন্ত্রী। India 1st, মানকিবাত, digital India, Adhar card, directly connection in public through banks, এতবড় successful election এর ইতিহাস, শত শত মানুষের expectation, জনধন যোজনা র মত কিছু যোজনা, এক নতুন আত্মনির্ভর ভারতের স্বাক্ষী হতে চলেছে এই parliament। যেখানে পুরোনো parliament আজাদহিন্দ্ ভারতের গতিকে এগিয়ে নিয়ে এসেছে, ঠিক তেমনি নতুন parliament লোকতান্ত্রীক মূল্যবোধকে সঙ্গে নিয়ে, নিজ নির্ভরশীল হয়ে সমগ্রবিশ্বে প্রথম সারির parliament এ পৌঁছনোর পথ দেখাচ্ছে। এই নতুন parliament তৈরী হবে আধুনিক technology ও নতুন পদ্ধতিকে মেনে।
1) এটিকে world class parliament বানানো হবে।
2) এই সমগ্র প্রজেক্টে খরচ হবে প্রায় ৯০০ কোটি টাকা।
3) ত্রিকোণাকৃতি আকৃতি বিশিষ্ট নতুন parliament এর মাঝে হবে central section।
4) রাজ্যসভার জন্য থাকবে ৮৮৮ টি site।
5) রাজ্যসভার জন্য থাকবে ৩২৬ টি site।
6) একসঙ্গে এই parliament এ ১২২৪ লোকের বসার ব্যবস্থা করা যাবে।
7) এই সংসদে থাকবে paperless work system।
8) সাংসদের জন্য থাকবে Hightech office।
9) লোকতন্ত্রের সবথেকে বড় মন্ত্রালয় হবে এটি।
10) ভারতের বিভিন্ন রাজ্যের শিল্পকলার প্রকাশ ঘটবে এই সংসদে।
11) তিনটি floor হবে এই সংসদ এর, underground floor , ground floor, 1st floor।
12) ভূকল্প প্রতিরোধক ভাবে তৈরী করা হবে।
13) এর মধ্যেই parliament library ও থাকবে।
14) ৬৪,৫০০ বর্গমিটার এলাকার মধ্যে এটি স্থাপিত হবে।
15) Digital পদ্ধতিতে সবকিছু পর্যালোচনা করার সম্ভাবনা থাকবে এই স্থানে।
এখন প্রশ্ন হল হঠাত নতুন পার্লামেন্টের প্রয়োজন হল কেন?
জানা যাচ্ছে যে, বারবার construction, electricity, ছাদের repairs, parliament এ সাংসদ দের বসার জন্য site এর ক্রমহ্রাস এই সবই marginal line এ পৌঁছেছিল। তাই নতুন সংকল্পের সঙ্গে নতুন parliament আত্মনির্ভর ভারতকে আরও দৃঢ় করবে, আর পুরাতন parliament হবে ভারতের অতিমূল্যবান historical assets। তাই এই নতুন parliament ভিন্ন রাষ্ট্রবাদ, মূল্যবোধ, নতুন সংকল্প, আর্থিক, সংস্কৃতিক, রাজনৈতিক উন্নতি, দেশের সমৃদ্ধি আরও একধাপ এগিয়ে নিয়ে যাবে এটাতেই আশাবাদী নরেন্দ্র দামোদর মোদী।
