Recently পূর্ব লাদাখের অংশ নিয়ে ভারত ও চীনের মধ্যে দ্বিপাক্ষিক বৈঠক commando level এ সম্পন্ন হয়েছে। ১০ round এর এই বৈঠকে ৮ টি প্রস্তাবকে গুরুত্ব দিয়েছেন ভারতের বিদেশমন্ত্রকের জয়সংকর স্যার। এই বৈঠকে এই প্রথম বার ভারত ও চীনের মধ্যে mutual respect, mutual sensitivity, mutual interest এর প্রসঙ্গ উঠে এসেছে সরাসরি, যা বাস্তবায়ন হলে নিঃসন্দেহে দুটি দেশের দৈপাক্ষিক সমন্ধকে তিক্ততার পরিস্থিতি থেকে সরিয়ে আনবে।
ভারত ও চীনের পুরাতন সংস্কৃতি, সংস্কার, সভ্যতা প্রায় একি রকমের, সেক্ষেত্রে একটি দেশ অপর দেশের প্রতি সন্মান, রুচি, আকাঙ্ক্ষা, সমন্ধ, বিস্তারনীতি সঠিকভাবে দৃঢ় হওয়া উচিত। কিন্তু চীনের একপাক্ষিক, আক্রমণত্মক বিস্তারনীতি দুটি দেশের সমন্ধ, বানিজ্য কে দো- টানায় এনে ফেলেছে। ক্রমাগত চীনের সাম্ব্রাজ্যবাদী চিন্তাধারা, maletary কুচকাওয়াজ, অন্য দেশের মধ্যে অনধিকার প্রবেশকারী হিসাবে গন্য হওয়া, সত্যিই নিন্দনীয়।
আজও এটি স্পষ্ট নয় যে, বহুবার চীন ও ভারত পারস্পরিক বঠকে আসা সত্বেও চীনের তলায় তলায় নোংরা মানসিকতার কেন কোন পরিবর্তন হচ্ছে না। দুটি দেশের বুনিয়াদি ঢাচা অনেকটা একি রকম সত্বেও সমন্ধ কেন এত তিক্ত আজ?
তাই এই ১০ রাউন্ড বৈঠকে ভারতের বিদেশমন্ত্রক কিছু প্রস্তাব দিয়েছেন -
1) দুটি দেশ একে অপরের mutual respect, mutual sensitivity, mutual interest কে গুরুত্ব দেবে।
2) যতক্ষন না পর্যন্ত border এর সমস্যার প্রকৃত সুরাহা হবে না, maletary activities কে সঠিক করা হবে না, ততক্ষন পর্যন্ত চীন ও ভারতের মধ্যে দ্বিপাক্ষিক সম্পর্ক সঠিক হওয়া সম্ভব নয়।
3) দুটি দেশের মধ্যে co - lateral relationship সঠিক না হলে ASEAN countries গুলির জন্য এটি খারাপ হিসাবে প্রতিপন্ন হবে।
4) দুটি দেশের মধ্যে তিব্বতীয় উৎপত্তি স্থলযুক্ত নদীর সমন্ধেও দৃষ্টি সঠিক করতে হবে।
5) ১৯৯৩,১৯৯৬,২০০৫,২০১৩ সালে ভারত ও চীনের মধ্যে বেড়ে ওঠা উষ্ণায়ণকে আগামী দিনে গুরুত্ব দিতে হবে।
6) Disition making, multilateral institute এর ক্ষেত্রে সার্বিকস্তরে দৃষ্টি দিতে হবে।
7) দুটি দেশকেই LOC line maintained করতে হবে।
8) নির্দিষ্ট কিছু রাজ্যের মধ্যে পারস্পরিক সমন্ধ সঠিক করতে হবে।
9) দুটি দেশের আশা, আকাঙ্ক্ষা কে সংযমের সহিত রক্ষা করতে হবে।
10) ক্রমাগত দুটি দেশের economically, literally ও অন্যান্য হবার কারণে দুটি দেশের bi-lateral relationship খারাপ হবার সম্ভাবনাকে কমিয়ে আনতে হবে।
11) চীনের ক্ষেত্রে red line জারি করার প্রস্তাব দিয়েছে ভারত সরকার।
তাই এইভাবে যে unified articulation সম্পন্ন হল দুটি দেশের মধ্যে তাতে স্বষ্ট হল যে ভারত এইবার কোনভাবেই আর নিজের জায়গাটিকে দুর্বল করবে না, সেক্ষেত্রে ভারত সবরকম ভাবেই প্রস্তুত। তাই দ্বিপাক্ষিক কথাবার্তার মাধ্যমে দুটি দেশের সুবিধার্থে যে বক্তব্য গুলি উঠে আসছে তাকে যথেষ্ট গুরুত্ব দিতে হবে আগামীদিনে সমগ্রবিশ্বের শান্তির কথা চিন্তা করে।
