প্রাকৃতিক দুর্যোগকে মাথায় রেখে, অন্তঃরাষ্ট্রীয় স্তরে International conference on disester resilience infrastructure এর meetting এ প্রধানমন্ত্রী নরেন্দ্রমোদী তার বক্তব্য পোষন করেছেন।
এই বক্তব্যে উঠে এসেছে, সমগ্রবিশ্বের একত্রিত হয়ে বিপদকালীন পরিস্থিতিতে মোকাবিলা করার শপথ। কিছু পূর্বেই covid-19 এর পরিস্থিতিকে মোকাবেলা করার উদ্দেশ্যে সমগ্রবিশ্ব একত্রিত হয়ে তার সমাধানের পথ খুজেছে, সিক সেরকম ভাবেই, ক্রমাগত বেড়ে ওঠা উষ্ণায়ণ ও তার ক্ষতিকর প্রভাব থেকে বাঁচার উদ্দেশ্যে সমগ্রবিশ্বের একত্রিত পন্থাকে কার্যকরী করার কথা ভাবা হচ্ছে।
অন্তঃরাষ্ট্রীয় paris agreement অনুযায়ী, global warming এর rate 2° পর্যন্ত ধরা হয়, যেখানে তা সাধারন অর্থে 1.5° সঠিক মান। কিন্তু কিছু দেশ তাদের দেশে individually global warming এর estimate মান 2°এর কম দাবি করলেও প্রকৃতঅর্থে তারা এখনো 2° এর নীচে আসতে পারে নি। সেক্ষেত্রে ভারত নিঃসন্দেহে একটি positive impression create করেছে সমগ্র বিশ্বের সামনে যা একটি বড় সড় উদাহরন বটে।
তাই একইভাবে এই সমস্যাটিকে মাথায় রেখে বিপদকালীন পরিস্থিতিকে মোকাবেলা করার নিরিখে, একে অপর দেশের প্রতি resource, technology, infrastructure share করার কথা ভাবছে। কার্বন emissions কেও কম করার উদ্দেশ্যে electrical vehicles ব্যবহারের কথা ভাবা হচ্ছে। Engineering তথ্য গুলি গুলিকে আরও ভালভাবে কার্যকারী করে ভাল infrastructure কিভাবে তৈরি করা যায় তার কথাও বলা হয়েছে এই conference এ।
এই পরিস্থিতিকে পর্যালোচনা করতে গেলে, দেখা যাচ্ছে যে ইতিমধ্যেই global warming এর দুঃপ্রভাবে টেক্সাসে স্বাভাবিকের তুলনায় অতি মাত্রায় ঠান্ডার প্রভাব লক্ষ্য করা গেছে যা ঐ দেশের electrical grid গুলিকে এক প্রকার অকেজ করে ফেলেছিল। এমনকি ভারতে ইতিমধ্যেই হিমবাহের ফাটলে বহুলোকের প্রান নাশের ঘটনা উঠে এসেছে। পৃথিবীর বিভিন্ন স্থানে বনরাজিতে দাবানলের সৃষ্টি, সত্যিই আগামীদিনে ভয়ংকর পরিস্থিতির দিকে নিয়ে চলছে ভবিষ্যৎ প্রজন্মকে। তাই সমগ্রবিশ্বের এই সম্মিলিত প্রয়াস আগামীদিনে বিপদকালীন পরিস্থিতিকে যথেষ্ট উপকৃত করবে।
উদাহরন সরূপ বলা যায় যে, জাপানের ভৌগোলিক অবস্থান অনুসারে, ঐ দেশে প্রাকৃতিক দুর্যোগের সম্ভাবনা সব থেকে বেশী হওয়া সত্বেও জাপানকে এই বিপদকালীন পরিস্থিতিতে মোকাবেলা করার জন্য সব থেকে save দেশ মানা হয় তাদের technology, infrastructure এর মানের কথাকে মাথায় রেখে। তাই এই নতুন infrastructure, information sharing processedure সমগ্র বিশ্বেই প্রান হানির সম্ভাবনাকে তরান্বিত করবে। নতুনভাবে industrial growth এর সম্ভাবনাও তৈরী হবে যা প্রতিটি দেশের economical growth এও সাহায্য করবে, বাড়বে কর্মসংস্থানের জায়গা। তাই সবমিলিয়ে পারষ্পরিক তথ্য বিনিময়ের মধ্যে দিয়ে আন্তর্জাতিক স্তরে বিশ্বকে কার্বন neutral করার প্রয়াসকে স্বাগত।

Even in India, glacier cracks have already claimed many lives.
