1962 সাল,ভারতের অন্তরাষ্ট্রীয় দিপাক্ষিক চুক্তি আমেরিকা যুক্তরাষ্ট্র ও ভারতের যুগ্ম প্রযুক্তিতে Naval practice।1998 সালে ভারতের রাজস্থানের পোখরানে ড: এ.পি.যে.আব্দুল কালাম এর সহযোগিতায় প্রধানমন্ত্রী অটল বিহারী বাজপেয়ী র তত্বাবধানে নিউক্লিয়ার উইপেন টেষ্টিং হয়েছিল যা আমেরিকার র কাছে চক্ষুশূল হয়ে পরায় এই দ্বিপাক্ষিক  malabar exercise বন্ধ হয়ে গিয়েছিল কিন্তু পরবর্তীতে তা আবার শুরু হয়।2015 সালে জাপানের যোগদান parmanent member হিসাবে তবে সিঙ্গাপুর,অষ্ট্রেলিয়া ও আজ মহরা দেয় এই exercise এর সঙ্গে।বহুদিন ভারতের permission না পাওয়ায় অষ্ট্রেলিয়া এই exercise এর permanent member হতে পারছিল না, তবে কিছুদিনের মধ‍্যেই অষ্ট্রেলিয়া permanent member হতে চলেছে।আমাদের দেশের উত্তর পশ্চিম,উত্তরের line of control region এ চীনের রনহূংকার আর উষ্ণপ্রেক্ষাপটের কারনে ভারত অনান‍্য দেশ কেও এই মহরায় সামিল হবার অনুমতি দিয়েছে।তবে এতে কি আগামী দিনে চীন তাদের আগ্রাসী রননীতি ত‍্যাগ করবে নাকি আরও বেশী উত্তপ্ত হয়ে পরবে সেটাই বিচার্যের বিষয়।দক্ষিন চীন সাগরে চীনের দাপাদাপি তার সাথে Indo-pacific region এও নিজের আধিপত্য বিস্তার করতে চাইছে চীন তাই এই মহরা কতটা সঠিক ভারতের জন‍্য,তারা কি সংগ্রামি মনোভাব গ্রহন করবে না।ভারত মহাসাগরের এই মহরা কি সংকেত দিচ্ছে? যুদ্ধধের হুংকার নাকি শুধুই ভয় পাবানোর পরিকল্পনা।এই বড়সড় যুদ্ধের প্রেক্ষাপট প্রতিটি সতন্ত্র দেশের পক্ষে কি সঠিক হবে?আধুনিক সভ‍্যতায় চীনের এই পাশবিক,অমানুষিক,হিংসাত্মক মানসিকতা অগ্নিগর্ভে বৈপরীত্যের ইঙ্গিত।তবে এই মহরার বুনিয়াদ রনকৌশল,টেকনোলজি,কার্যকারিতা আমেরিকা যুক্তরাষ্ট্রের হাতে থাকলে চলবে না।কারন সুযোগ সন্ধানী আমেরিকা ও মাঝেমধ‍্যে যেকোন দেশের সঙ্গেই পাশা খেলতে ব‍্যস্ত থাকে।তাই ভারতকে হতে হবে সতন্ত্র।আন্তর্জাতিক স্তরে অন‍্য দেশের সঙ্গে চুক্তি সাক্ষরের পূর্বে নিজের দেশের সীমানার পরিস্থিতি পর্যালোচনা অত‍্যন্ত জরুরি।সেই অর্থে রনহুংকার দেখাতে গিয়ে যদি বিপদে পরতে হয় তাই প্রভাতেই সর্তক থাকা বাঞ্চনীয়।

1962, India's bilateral bilateral agreement with the United States and India Naval practice in joint technology. In 2015, Japan joined as a permanent member, but Singapore, Australia and Aaj Mahra joined the exercise.  Australia is set to become a permanent member in a few days. Due to China's roar and warmer background in our country's northwest, north of the Line of Control, India has allowed a number of other countries to join the maharaja. But will China abandon its aggressive strategy in the coming days?  That is what will happen.
