The Rights of Persons With Disabilities Act,2015.

Reservation System,এটি আমাদের সংবিধানের অন্তর্গত একটি বিষয়।বহু বছর ধরেই 10% reservation দিয়ে আসা হচ্ছে sc/st community র মধ‍্যে।কিছু দিন আগেই,2012 সালে দিল্লি কোর্টে একটি মামলা দায়ের হয় সমাজের disable sction কে নিয়ে যা 5% reservation এর আওতায় পড়ত,তা sc/st এর সমতা করার জন‍্য।বর্তমানে সুপ্রিমকোর্ট তার গ্রহনীয়তা গ্রাহ‍্য করেছে।

কিন্তু প্রশ্ন সেখানেই?এই disable দের এত reservation কেন? 2001 সালের census অনুযায়ী,ভারতে সবথেকে বেশী unemployed ও কম literacy rate দেখা গেছে এই disable section এর মধ‍্যে আর সেই থেকেই এই সিদ্ধান্ত।কিন্তু এখানেই  বড়সড় প্রশ্ন---

প্রথমত,যারা physically disable তারা হয়ত official work korte সক্ষম কিন্তু যারা mentally disable section তারা কি আদও official work বা physical work করতে সক্ষম?তাদের কি আদও শিক্ষা গ্রহন করার মত memory power আছে?তারা কি সেটা পারবে?

দ্বিতীয়ত,একটি disable section কে একটি socially backwards class এর সঙ্গে সমতা প্রদান করা উচিত?অথবা যারা disable সকলেই কি economically  weak?আর যদি হয় তার কত % economically backward?

যারা economically strong এবং  disable তাদের প্রত‍্যকেরই কি family member সঠিক? অন‍্যথায় সে কি বাবা মায়ের disable single child?তাহলে তাদের economically support থাকা সত্ত্বেও তারা কি মধ‍্যাহ্ন হতে শেষ বয়েস পর্যন্ত সেই অর্থের সঠিক ব‍্যবহার করার ক্ষমতা রাখতে পারবে।

এই প্রশ্নগুলো খুবই স্বাভাবিক।তাই govt এর যা উদ্দেশ্য reservation system কে বাড়ানোর ক্ষেত্রে আখ‍্যরিক অর্থে তা কতটা কার্যকর হবে তা বিচার্য বিষয়,নাকি সেই অতিরিক্ত seat গুলো 

fullfill ই হবে না।

English Translation :

Reservation System, this is a matter under our constitution. For many years, 10% reservation has been coming in the middle of the sc / st community.  , It is for equating sc / st. At present the Supreme Court has accepted its acceptability.

 But the question is there? Why so many reservations for these disabled?  According to the 2001 census, India has the highest unemployment rate and the lowest literacy rate in the world, and this is the decision. But here's the big question.

 First, those who are physically disabled may be able to do official work, but those who are mentally disabled, are they able to do official work or physical work at all? Do they have the memory power to receive education at all? Can they do that?

 Second, should a disable section be equated with a socially backwards class? Or are those who are disabled economically weak? And if so, what% economically backward?

 Is the family member correct for everyone who is economically strong and disabled?  Otherwise, is he a disabled single child of the parents? So, despite their financial support, will they be able to use that money properly from noon to the end of their life?

 These questions are very natural. So the purpose of the govt is to increase the reservation system in the literal sense of how effective it will be, or those extra seats  will not be fullfill .
