আমাদের দেশের সবথেকে বড় আদালত, সুপ্রিমকোর্টের রায় অনুযায়ী ভারতের প্রতিটি University কে নির্দিষ্ট সময় সীমার মধ‍্যে final year exam conduct করতে হবে।এক্ষেত্রে কোন exam ছাড়া শুধুমাত্র idea এর মাধ্যমে result declare করা যাবে না, সেক্ষেত্রে দেশের statutory body UGC এর নির্দেশিকা পালন করতে হবে।এই final year exam প্রতিটি বিশ্ববিদ্যালয়কে  local area র covid পরিস্থিতি বিশ্লেষণের মাধ‍্যমে পরীক্ষা আগুপিছু করলেও তা ৩০ শে সেপ্টেম্বরের আগে conduct করাতে হবে।এক্ষেত্রে online বা offline পরীক্ষা হবে কিনা সেটি নির্দিষ্ট বিশ্ববিদ্যালয় গুলিই ঠিক করবে।পরিসংখ‍্যান বলছে ভারতে প্রায় ৯৩০ এর  কাছাকাছি বিশ্ববিদ্যালয় আছে।তার মধ‍্যে cental university ৫৪ টি, state university ৪১১টি, deemed university ১২৩ টি, private university ২৮2 টি ও শুধুমাত্র রাজস্থানেই ৭৬ টি university আছে।এই সমস্ত university র মধ‍্যে বেশীরভাগ university ই তাদের final year exam conduct করে ফেলেছে।কিন্তু মহারাষ্ট্র, ওড়িশা, দিল্লি ও পশ্চিমবঙ্গের বাধাপ্রাপ্তির কারনেই তা সুপ্রিমকোর্ট পর্যন্ত পৌঁছায়।সম্প্রতি এই judgment এর রায় আসে ashok bhushan এর তত্ত্বাবধানে। এই পরীক্ষা conduct করার ক্ষেত্রে প্রতিটি বিশ্ববিদ্যালয় নিজস্ব বিধিবদ্ধতা অবলম্বন করতে পারে রাজ‍্য সরকারের তৎপরতায় যেমন :-

mcq type questions paper, offline এ omr sheet এর মাধ্যমে অথবা online এ email বা whats'up এর মাধ্যমে question paper পৌঁছে দিতে পারে প্রতিটি students দের কাছে এবং স্বচ্ছতার সহিত নির্দিষ্ট সময় সীমার মধ‍্যে answer sheet scan করে email এর মাধ্যমে নির্দিষ্ট university র portal এ পৌঁছে দিতে হবে students দের। candidate দের এই সমস্ত  পদ্ধতির মাধ্যমে UGC এর নির্দেশনামা অনুসরন করতে হবে।

এখন প্রশ্ন হল এই UGC কি?

UGC যার সম্পূর্ন অর্থ university grants commission। UGC Act 1956 এর মাধ্যমে India govt এর তৎপরতায় এই statutory body তৈরী করা হয়েছিল ministry of education এর সহায়তায়।এই body এর মুখ‍্য ভূমিকা হল যেকোন higher education এর ক্ষেত্রে নির্দেশিকা, coordination এবং maintenance  রক্ষা করা।এই statutory body বিশ্ববিদ্যালয় গুলিতে তহবিল বিতরন ও university গুলির স্বীকৃতি প্রদান করে।এই statutory body র স্বীকৃতি ব‍্যতীত ভারতের কোন বিশ্ববিদ্যালয় কোনরকম ডিগ্রি দিতে পারে না।

অর্থাৎ সুপ্রিম কোর্টের মধ‍্যস্থতায় final  year exam conducte এর সম্পূর্ন rights রক্ষিত হল।তবে শুধু পরীক্ষা নিলেই হবে না পরীক্ষা হবার একমাসের মধ‍্যেই যাতে result declare হয় সেদিকে UGC এর মুখ‍্য ভূমিকা গ্রহন করতে হবে।তা নাহলে চলতি বছরের final year students  দের one year gap তৈরী হবে, তার সাথে সমস্যা হবে পরবর্তী year এর পঠনপাঠন, post graduate দের ক্ষেত্রে ভর্তির সমস‍্যা অথবা যারা job এর জন‍্য ব‍্যতিব‍্যস্ত সকলে ই এক ধাপ পিছিয়ে যাবে। সেক্ষেত্রে অতি শীঘ্রই পরবর্তী calendar publish করতে হবে UGC এর তবেই সমগ্র প্রক্রিয়া সুষ্ঠু ভাবে সম্পন্ন হবে।

English Translation :

According to the decision of the Supreme Court, the largest court in our country, every university in India has to conduct the final year exam within the specified time limit.  Final year exam Each university has to conduct the exam before 30th September by analyzing the covid situation of the local area. In this case, it will be decided by the specific universities whether it will be online or offline exam. Statistics say that there are around 930 universities in India.  There are 54 central universities, 411 state universities, 123 deemed universities, 272 private universities and 6 universities in Rajasthan alone. Most of these universities have conducted their final year exams. But in Maharashtra, Orissa, Delhi and West Bengal  Due to the obstruction, it reached the Supreme Court. Recently, the verdict of this judgment came as Ashok Bhushan's.  Carefully.  In conducting this test, each university can adopt its own regulation in the activities of the State Government such as: -

 mcq type question paper can be delivered offline by omr sheet or online by email or whats'up.  Students have to pay.  Candidates have to follow the UGC guidelines through all these procedures.

 Now the question is what is this UGC?

 UGC which means university grants commission.  This statutory body was created by the UGC Act 1956 under the auspices of the Government of India with the assistance of the Ministry of Education. The main role of this body is to provide guidance, coordination and maintenance in any higher education.  Recognition. No university in India can award any degree without the recognition of this statutory body.

 In other words, the full rights of the final year exam conductor are reserved under the arbitration of the Supreme Court. However, UGC has to play a leading role in declaring the result within one month of the examination.  The problem with this will be the study of the next year, the problem of admission in the case of post graduates or all those who are busy for the job will go one step back.  In that case UGC will have to publish the next calendar very soon so that the whole process will be completed smoothly.
