ভারতে বিহার এমন একটি জেলা যেখানে শিক্ষিতের হার কমের সাথে সাথে সেখানকার health system যথেষ্ট সংকোচজনক অবস্থায় ক্রমাগত এগিয়ে চলছে। ঠিক এই কোভিদের সময় health system আরও দুর্দশা গ্রস্থ অবস্থায় পৌঁছেছে। কিন্তু বর্তমানে বিহারে কিছু দিনের মধ্যেই election হবার কথা রয়েছে। সেই সুবাদে প্রতিটি party র campaign, public meeting, rally সম্পন্ন করা হচ্ছে। যার মধ্যে কোভিদের ভয়ার্তক পরিস্থিতির কথা ভাবাই হচ্ছে না। Election commission এর নির্দেশানুসারে socil distancing, mask পরা ও বারে বারে হাত ধোঁয়াটাকে যথেষ্ট গুরুত্ব দেওয়া হয়েছে। কিন্তু political party র কর্মকর্তারা তার থোরাই তোয়াক্কা করে। কোন প্রকার precorsion ছাড়াই public campaign চলছে সর্বত্র। এমনকি party র তরফ থেকে mask ও free তে provide করা হচ্ছে না, কিভাবে হবে? তাহলে মোটের উপর খরচাটা আরও অনেক বৃদ্ধি পাবে তাদের।
এখন এটাই বলা হচ্ছে যে কেন এই অসচেতনতা?
1) বিহারের বহু গ্রামীন এলাকাতে এখনও কোন প্রকার সচেতনতার বার্তা সঠিকভাবে পৌঁছোয় নি।
2) শুধু বিহার কেন বড় বড় শহর বা শহরতলিকে বস্তি বা জানজট পূর্ণ এলাকায় সঠিক বার্তা পৌঁছালেও সেখানের পরিস্থিতি টাই নেই যে তারা social distancing maintain করবে। এমনকি বহু মানুষের কাছে mask টুকুও নেই।
3) covid এ patients দের recovery rate যথেষ্ট সুলক্ষন সম্পন্ন। তাই মানুষদের কাছেও এর গুরুত্ব যথেষ্ট কমে গেছে।
4) political party র তরফ থেকে public দের কে কোন প্রকার সতর্কবার্তা বা সচেতনবার্তা দেওয়া হচ্ছে না কেবল মাত্র তাদের মুনাফার কথা মাথায় রেখে।
5) বহু মানুষ এই মারাত্মক রোগের কথা জানা সত্ত্বেও প্রকৃত awareness তাদের মধ্যে নেই।
এই সব কিছুকে মাথায় রেখে সাধারণ মানুষকেই এর দ্বায়িত্ব কাঁধে নিতে হবে। কারন - এত বিপুল সংখ্যক ভোটারদের জন্য election rally র ক্ষেত্রে govt এর employee কে কাজে লাগাতে হলে তা এক প্রকার অসম পরিস্থিতি তৈরী করবে।
তাই যথেষ্ট পরিমাণে সাধারণ মানুষকে স্ববিচারে উপযুক্ত পন্থা অবলম্বন করতে হবে। প্রয়োজনে social media কে ব্যবহার করতে হবে। political party থেকে যদি free of cost এ mask এর ব্যবস্থা করা যায় তার চেষ্টা করতে হবে। Election এর জন্য public meeting এ যাতে social distancing maintain ও mask ব্যবহার করে যদি সম্পন্ন করা হয় তার ব্যবস্থা ও করতে হবে। প্রয়োজনে physical meeting organize না করে virtually meeting এর ব্যবস্থা করার চেষ্টা করতে হবে।
প্রশাসনের তরফ থেকে জেলা স্তরের, block স্তরের অফিসারদের সহযোগিতায় নির্দিষ্ট বিষয়কে দেখভালের জন্য নির্ধারন করে দিতে হবে ও মাইকিং এর মাধ্যমে ক্রমাগত প্রচার চালাতে হবে। তবেই প্রকৃত অর্থে election এর জন্য করোনা ভাইরাসের প্রাদুর্ভাব কে কিছুটা কম করা সম্ভব। নাহলে এই ভয়ংকর পরিস্থিতিকে digester management act এর মধ্যে দিয়ে process করতে গেলে প্রচুর সময় ও নষ্ট হবে ও তার কার্যকারিতা ও যথেষ্ট ভাবে ক্ষুন্ন হবে।
