ভারতীয় শিক্ষা নীতির ক্ষেত্রে নতুন একটি Project launch হতে চলেছে, যা হল STARS অর্থাৎ strengthening Teaching learning & results for states program কেন্দ্রীয় মন্ত্রীমন্ডলের উদ্যোগে National education policy 2020 কে সামনে রেখে তাকে আরও সমৃদ্ধ করার উদ্দেশ্যে এই Stars project এর উদ্ভাবন করা হয়। assessment, innovation, governence, quality education, teacher education, equity কে যথেষ্ট গুরুত্ব দেওয়া হয়েছে।
এই project launch করার উদ্দেশ্যে যে বিপুল অর্থের প্রয়োজন যা প্রায় 5718 crore rupees এর কাছাকাছি, তার মধ্যে 3700 crore rupees বিশ্বব্যঙ্ক থেকে জোগাড় করা সম্ভব হয়েছে, যেখানকার প্রায় 15% of main amount এর সমপরিমাণ এবং বাকি 13% central govt ও বাকি অর্থ বিভিন্ন রাজ্য সরকারের সহযোগিতার দ্বারা জোগার করা সম্ভব হয়েছে।
এই প্রজেক্ট সর্বপ্রথম ভারতের ছয়টি রাজ্যে launch করার কথা ভাবা হয়েছে। এর মধ্যে তিনটি রাজ্য light house হিসাবে চিহ্নিত ও বাকি তিনটি learning state হিসাবে প্রকাশ পাবে। এই light house এর প্রথম তিনটি state হল কেরল, রাজস্থান ও হিমাচলপ্রদেশ ও বাকি learning state গুলি হল - উড়িষ্যা, মধ্যপ্রদেশ ও মহারাষ্ট্র। এই learning state গুলি প্রথম light house গুলিকে অনুসরন করবে ও পরবর্তীতে রাজ্যের অন্যান্য রাজ্য গুলিতে ও এই project launch করার কথা ভাবা হয়েছে।
এই শিক্ষনীয় project STARS project এ কেবলমাত্র যে govt এর school এর board গুলিকেই involve করা হবে তা নয়, non - govt inistitute ও তাদের school গুলির board দ্বারা public private pertnership এর format এ একটি autonomous body তৈরী করা হবে। যেখানে National education policy 2020 এর উদ্দেশ্য গুলিকে যথেষ্ট গুরুত্ব দেওয়া হবে। স্কুলের শিক্ষা কেবলমাত্র degree ও marks এর উপরেই নির্ভরশীল হবে না, quality education, ability ও সর্বপরি নিন্মস্তরের standarity তেও বাচ্চারা যাতে শেখা থেকে পরা বা পরা থেকে শেখার ক্ষেত্রে বৃদ্ধি হতে পারে সেই দিকেই মুখ্যত নজর রাখা হবে।
এই সব কিছুর পাশাপাশি প্রয়োজন teacher education বহুক্ষেত্রে দেখা যায় teacher রা এখনও পর্যন্ত ভারতীয় নতুন শিক্ষা নীতি, national education policy 2020 এর লক্ষ্যমাত্রার জন্য উপযুক্ত নয় সেক্ষেত্রে বহুপূর্বেই 'অমিতাব কান্ড কমিটি' র গঠন করা হয়েছিল। যার দরুন single disiplinary institute এ বদলানোর কথা বলা হয়েছে।
এক্ষেত্রে STARS এর উদ্যোগের সাথে সাথে central cabinet ও 'assesment center parakh' এর গঠন ক্রিয়া সম্পন্ন করেছে। যার দ্বারা প্রতিটি স্কুলের board এর সংযুক্তি করনের মাধ্যমে ও 6 -7 member এর সহযোগিতায় প্রশাসনিক রূপে teacher education কে সম্পূর্ণ রূপে দেবার জন্য এই কার্য করা হচ্ছে।
এই STARS projects এর দুটি component বিশেষত লক্ষ্য করা যায়।
1) National components
2) State components
এই national component হল ছয়টি রাজ্যতে প্রযোজ্য common component। যেমন : National education parek এর স্থাপন, curriculum, Ecc framework বানানো, literaturing, supervision, evaluation ইত্যাদি। আর state component এর ক্ষেত্রে এই component টি পাঁচটি ভাগে বিভক্ত। যেখানে quality of education, সমান সম্প্রদায়, school management committee, school development committee, village education committee কে শক্তিশালী করার কথা উল্লেখ আছে, পাশাপাশি block resource coordinator, cluster resources coordinator এর কথা বলা হয়েছে।
এই সব কিছুকে নিয়েই STARS project গঠিত যা বর্তমানে একটি গুরুত্বপূর্ণ ভূমিকা গ্রহন করে কিন্তু 3 -5 standard এ STARS এর project applicable হওয়াটা খুবই জরুরি যাতে STARS এর পরিকল্পনা সঠিক ভাবে কার্যকরী হয়।

A new project in the field of Indian education policy is about to be launched, which is STARS i.e. Strengthening Teaching Learning & Results for States program. Assessment, innovation, governance, quality education, teacher education, equity have been given enough importance.
The huge amount of money required for the launch of this project, which is around 5717 crore rupees, out of which 3700 crore rupees has been raised from the World Bank, of which about 15% of the main amount is equivalent and the remaining 13% is from central government and the rest from various state governments. In addition to all these, the need for teacher education is seen in many cases. Due to which it has been said to change to single disiplinary institute.
In this case, with the initiative of STARS, the formation of central cabinet and 'assessment center parakh' has been completed. This work is being done for the complete administration of teacher education through the affiliation of each school board and with the help of 6-7 members.

This national component is a common component applicable in six states.
