আত্মনির্ভর ভারত যা হল ভারতকে আত্মনির্ভর করে গড়ে তোলার প্রবল প্রচেষ্টা। আজকের ২০২০ সালে অর্থমন্ত্রী নির্মলা সীতারামন আত্মনির্ভর ভারত ৩.০ এর ঘোষনা করল। এই ঘোষনা পত্র অনুসারে ১২ টি বিষয় কে যথেষ্ট গুরুত্ব দেওয়া হয়েছে। তবে এর আগে আত্মনির্ভর ভারত ১ ও ২ অনুযায়ী বেশ কিছু যোজনা বা অন্যান্য খাতে যথেষ্ট অর্থ সাহায্য করা হয়েছে কেন্দ্রীয় সরকারের তরফে। কেবল মাত্র RBI ই covid pendamic এর পরই প্রায় ২৯ লাক্ষ ৮৭ হাজার লক্ষ কোটি টাকা দিয়েছে দেশের lock down condition ও মানুষের সাহায্যের জন্য। এই প্রবল অর্থনৈতিক মন্দার মধ্যে যার পরিমান ছিল GDP র ১৫%।
তবে বর্তমানে নির্মলা সীতারামন এর বক্তব্য অনুযায়ী বর্তমান অর্থনীতি ক্রমাগত উর্দ্ধতন লক্ষ্যে পৌঁছতে শুরু করেছে যা সত্যিই আনন্দের বিষয়।
lockdown পরিস্থিতি, চারিদিকে industrial slowdown, migrated workers এর সংখ্যা বৃদ্ধিতে আত্মনির্ভর ভারত ৩.০ এর ঘোষনা নি:সন্দেহে অতুলনীয়।
আজকের এই পদক্ষেপ এর আগে আত্মনির্ভর ভারত ১ এর দরুন ১১ লক্ষ ২ হাজার ৬৫০ টাকা বন্টন করা হয়। প্রধানমন্ত্রী গরিব কল্যান যোজনায় ১ লক্ষ ৯২ হাজার ৮০০ কোটি টাকা, প্রধানমন্ত্রী গরীব কল্যান অন্ন যোজনার দ্বারা ৮২ হাজার ৯১১ কোটি টাকা এবং আত্মনির্ভর ভারত ২ এর দ্বারা ৭২ কোটি টাকা বন্টন করা হয়েছে ইতিমধ্যেই। তবে এইবার আত্মনির্ভর ভারত ৩ এর দ্বারা ২ লক্ষ ৬৫ হাজার ৮০ কোটি টাকার অর্থ সাহায্য করবে কেন্দ্রীয় সরকার।
এর পাশাপাশি ৩১ শে অক্টোবর,২০২০ তে RBI ৭১ হাজার ২০০ কোটি টাকা দেবার প্রতিশ্রুতি দিয়েছে।
কিন্তু এখন জেনে নেওয়া যাক যে কি সেই ১২ টি বিষয় যা কেন্দ্রীয় অর্থমন্ত্রী যথেষ্ট গুরুত্ব দিয়েছে।
1) আত্মনির্ভর ভারত রোজগার যোজনার দ্বারা EPFO no register ভুক্ত organization গুলো নতুন করে যদি employment এর ক্ষেত্রে প্রস্তুত করে ও কর্মসংস্থানের দ্বারা মানুষের পাশে দাঁড়ায় তবে তাদের ক্ষেত্রে কিছুটা লাভ হবার কথা জানিয়েছে কেন্দ্রীয় অর্থমন্ডল যা ১লা অক্টোবর ২০২০ পর্যন্ত উপলব্ধ হবে।
2) Emergency credit line কে বাড়িয়ে দেওয়া হয়েছে ৩০শে মার্চ ২০২১ পর্যন্ত যার দরুন বিনা interest এ lone নেওয়া সম্ভব বিশেষত মুদ্রা lone, fully guarantee lone, collateral lone গুলোর ক্ষেত্রে এবং এক্ষেত্রে MSME, business enterprise ও individual professional দের জন্য এখনো পর্যন্ত প্রায় ২.৫ লক্ষ নির্ধারিত টাকার মধ্যে ১.৫ লক্ষ কোটি টাকা দেওয়া হয়ে গেছে।
3) PLI অর্থাৎ production link initiative এর ক্ষেত্রে ৫বছরের জন্য ১ লক্ষ ৪৬ হাজার কোটি টাকা বন্টন করা হবে। এটি বিশেষত তিনটি sector যেমন - i) mobile manufacturing বা electronic components ii) starting materials of pharmaceutical iii) manufacturing of medical device এর ক্ষেত্রে প্রযোজ্য।
4) প্রধানমন্ত্রী আবাস যোজনা শহরের ক্ষেত্রে ১৮ হাজার কোটি টাকা দেবার কথা ভাবা হয়েছে।এক্ষেত্রে নতুন scheme এবং যে সমস্ত incomplete project রয়েছে তা complete করার জন্য এই বিপুল অর্থ বরাদ্দ করা হয়েছে।
5) construction বা infrastructure এর ক্ষেত্রে bank guarantee র জন্য ৫ - ১০% security money দেওয়ার রীতি প্রচলিত ছিল যা ৩১ শে ডিসেম্বর পর্যন্ত ৩% করার কথা ভাবা হয়েছে।
6) Real state এর ক্ষেত্রে যেখানে ঘর বিক্রি বা অন্যান্য বিষয়ের ক্ষেত্রে ও value rate বা অন্যান্য rate এর জন্য ১০% ছাড় দেওয়া হত বর্তমানে সেখানে ২০% ছাড় দেবার পরিকল্পনা করা হয়েছে অর্থাৎ circle rate ও agreement value র মধ্যবর্তী আরও ১০% বেশী ছাড় দেওয়া হয়েছে।
7) Infrastructure এর finance এর ক্ষেত্রে ও ৪০ হাজার কোটি টাকার সাহায্য করা হবে।
8) কেন্দ্রীয় সরকারের তরফ থেকে যাতে কৃষকেরা আগামী ফসলের জন্য fertilizer ঠিকমত পায় তার জন্য subsidies এর তরফে ৬৫ হাজার কোটি টাকা দেবার কথা ভাবা হয়েছে যাতে প্রায় ১৪ কোটি কৃষক উপকৃত হবে।
9) প্রধানমন্ত্রী গরিব কল্যান রোজগার যোজনা অনুসারে ১০ হাজার কোটি টাকার কথা বলা হয়েছে ১১৬ টি জেলার কর্মীদের কাজ দেবার মাধ্যমে।
10) Export এর ক্ষেত্রে ৩ হাজার কোটি টাকার কথা অর্থাৎ যেখানে line of credit বেড়ে যাবার কারনে কম্পানি গুলির export এ সুবিধা হবে, যাতে বিদেশের মাটিতে railway, road, transmission line, power plant এমনকি sugar project এর ক্ষেত্রে সুবিধা হয়।
11) Domestic defense equipment এর ক্ষেত্রে যেমন green energy, industrial initiative, industrial infrastructure সমন্ধিত ঘরের সামগ্রিক এর ক্ষেত্রে ১০ হাজার ২০০ কোটি টাকা দেবার কথা বলা হয়েছে।
12) covid situation এর জন্য research ও development এর ক্ষেত্রে অর্থাৎ bio-technology বিষয়ে সাহায্যের জন্য ৯০০ কোটি টাকার কথা ঘোষনা করা হয়েছে।

The Prime Minister's Poor Welfare Scheme has already disbursed Tk 1,92,600 crore, the Prime Minister's Poor Welfare Food Scheme Tk 72,911 crore and the Self-Reliant India II Tk 72 crore. However, this time the central government will help the self-reliant India 3 with 2 lakh 85 thousand 70 crore rupees.

But now let's find out what are the 12 issues that the Union Finance Minister has given enough importance.
1) If the self-reliant India Employment Scheme prepares the EPFO no register organizations for employment and stands by the people through employment, the Central Finance Ministry has said that there will be some benefit in their case which will be available till October 1, 2020.
2) Emergency credit line has been extended till March 30, 2021, which makes it possible to take interest free loans, especially in the case of currency loans, fully guaranteed loans, collateral loans and in this case for MSMEs, business enterprises and individual professionals. 1.5 lakh crore has been given out of the fixed amount of Rs.
3) In case of PLI i.e. production link initiative, 1 lakh 46 thousand crore rupees will be distributed for 5 years. This is especially true of three sectors such as - i) mobile manufacturing or electronic components ii) starting materials of pharmaceutical iii) manufacturing of medical device.
4) The Prime Minister's Housing Scheme has been planned to give Rs 16,000 crore in the case of the city. In this case, a huge amount of money has been allocated to complete the new scheme and all the incomplete projects.
5) In case of construction or infrastructure, it was customary to give 5-10% security money for bank guarantee, which is thought to be 3% by 31st December.
6) In case of real state where 10% discount was given for sale of house or other items and for value rate or other rate, now it is planned to give 20% discount i.e. 10% more discount between circle rate and agreement value. .
7) In the case of infrastructure finance and 40 thousand crore will be helped.
8) On behalf of the central government so that the farmers get the right fertilizer for the next crop.
9) According to the Prime Minister's Poor Welfare Employment Scheme, Tk 10,000 crore has been earmarked for giving jobs to workers in 117 districts.
10) In the case of exports of 3 thousand crore rupees, which means that due to the increase in the line of credit, companies will have the benefit of export, so that in the case of railway, road, transmission line, power plant and even sugar project in foreign lands.
11) In the case of domestic defense equipment such as green energy, industrial initiative, industrial infrastructure related to the overall house has been asked to pay 10 thousand 200 crore.
12) Rs 900 crore has been announced for assistance in research and development of covid situation i.e. bio-technology.
