কতটা  স্বচ্ছ আজকের Online mediums?যেকোন বিষয় money transfer, national security, individual data, online portal, online game, block chain technology -bitcoin, information technology, Buissness portal সর্বক্ষেত্রেই ভয়ের সঞ্চার করছে। covid pendamic মানুষকে ঘরে বন্ধি করেছে, তার সাথে network utilization ও বৃদ্ধি পেয়েছে, আর তার সাথে বেড়েছে online crime ও।ব‍্যবহারিক চাহিদা কে গুরুত্ব দিয়ে বিভিন্ন বিদেশী Apps প্রতিনিয়ত জায়গা করছে আমাদের electronic gazets এ।Individual data fingerprints, eye contact এই gazets এর মাধ্যমে পৌঁছে যাচ্ছে বিভিন্ন বৈদেশিক কম্পানির হাতে।বিলগ্রেট এর মত এত বড় Buissness man এর Twitter account  hack,ভেকসিন এর ফর্মুলা সংগ্রহের জন‍্যে এক দেশ অন্য দেশের pharmaceutical research center এর পোর্টাল hack করছে।এমনকি প্রতিটি মোবাইলে থাকা paytm টাও আজ বিপজ্জনক হয়ে উঠেছে বলছেন বিশেষজ্ঞরা।কোন কোন দেশের national security যেমন - I.B, Defense, It information এর website ও hack করছে কখনও individuals, country এমনকি  কোন নির্দিষ্ট গোষ্ঠী ও। বিভিন্ন international organization - WHO, UNISEF, World Bank,International court of justice,International criminal court, united nations, WIPO, G20, এর scurity কতটা সুরক্ষিত?কিছুদিন আগেই বেশ কিছু  Chinese apps বন্ধ করেছে ভারত সরকার।এটা সত‍্যি যে এটা এক প্রকার technological war সমগ্র বিশ্বে।আমাদের দেশে bitcoin technology কে কিছু দিন আগে rbi গ্রহন করেছে কিন্তু তাও তো বিপজ্জনক কম নয়? নানা সময় নানা link,ph no,sms,mail আসছে আমাদের মোবাইলে যার মধ‍্যে দিয়ে bank details,personal data, ঐ ব‍্যক্তির location ও পৌঁছে যাচ্ছে hacker দের হাতে এটা তো এক প্রকার দেশ দেউলিয়া। কখনও  social account - facebook, utube এ থাকা channel, account hack করে bitcon বা টাকাও চাইছে,নাহলে individual data editing  অথবা অন‍্য কোন উপায়ে তার missuse করছে।কখন দেখা যাচ্ছে এই syber crime এর সাথে individual, social ও national স্তরে কোন না কোন country ও জরিত।তাই সচেতনতার সহিত electronic gazets, separate bank account online transfer এর জন‍্য,কোন প্রকার link,sms,unknown ph no,না খুলে,আমরা আমাদের biometrical data, electronic data র সুরক্ষা দিতে পারি।শুধু তাই নয় এই নোংরা মানসিকতা কে individual, a group, a country ত‍্যাগ করলে প্রতিটি দেশের security ও sovereignty রক্ষা করতে পারি।ভারত সরকারের ও এই বিষয়ে লক্ষ‍্য দেওয়া উচিত।তাই এই জন সচেতনতা আন্তর্জাতিক সংস্থা, দেশীয় সংস্থা, বৈদেশীক সংস্থা, এমনকি ব‍্যক্তিগত security র ক্ষেত্রে অত্যন্ত জরুরি।

Sometimes it is seen with this syber crime at individual, social and national level or any country and  Therefore, we can protect our biometrical data, electronic data without opening any kind of link, sms, unknown ph no, for the purpose of electronic gazets, separate bank account online transfer with awareness. Not only that, this dirty mentality is individual,  If we leave a group, a country, we can protect the security and sovereignty of every country. The government of India should also pay attention to this issue.

সমগ্র বিশ্বে Covid-19 এর প্রার্দুভাব এর কারনে থমকে গেছে মানুষের জীবনের  স্বাভাবিক গতি,পরিবর্তিত হচ্ছে মানুষের মানসিকতা, ছন্দের তালে চলার পদক্ষেপ গুলো একপ্রকার তলানিতে এসে ঠেকেছে।এশিয়ান region এর country গুলি মানবজাতির কল‍্যানে সামাজিক, অর্থনৈতিক, স্বাথ‍্যের কথা মাথায়  রেখে universal কিছু plan implement করার পদক্ষেপ নিয়েছিল।

তার মধ‍্যে -

1) Universal health care system 

2) Strengthen social protection system

3) Patnership, including private sector & Financial Institutions 

4) Universal social protection & health insurance 

5) stronger digital institution for transformation এবং 

6) Green Recovery অনস্বীকার্য।

কিন্তু দুঃখের বিষয় যে, এই পদক্ষেপ গুলো কার্যকর হবার নিদিষ্ট সময়সীমা ধার্য হলেও  তা অনেকটাই অপূরণ হবার জায়গায়।ঠিক তেমনি বিশ্বের এই social inclusion কে সঙ্গে নিয়ে ভারত ও 17 টি sustainable goal এর কর্মসূচী তৈরী করেছিল।এই sustainable goal গুলোর অনেক উদ্দেশ্যই যেমন No poverty,Zero hunger, Quality education, Good health & well being etc প্রায় লুপ্ত বা ক্ষীন করার প্রচেষ্টা ছিল 2030 সালের মধ্যে।

ভারত সরকারের এই পদক্ষেপকে গুরুত্ব দিয়ে দ্রুত এই কর্মসূচীকে প্রগতির উদ্দেশ্যে নিয়ে যাওয়া  একান্ত প্রয়োজন।

ভারত সরকারের নানা ধরনের স্কিম,যেমন-

গরীব কল‍্যান রোজগার যোজনা,সবকা সাথ সবকা বিকাশ,প্রধানমন্ত্রী উজ্বালা যোজনা, আয়ুস্মান ভারত প্রধানমন্ত্রী জনআরোগ‍্য যোজনা র মত অনেক যোজনাই আজ থমকে। বর্তমান অর্থনৈতিক মন্দায় নিজ প্রচেষ্টায় একটু একটু  করে এগিয়ে যাওয়া মানুষ গুলো আজ অসহায়  পরিস্থিতিতে। তাই এই যোজনা গুলির সঠিক প্রয়োগ বা চলমান গতি আজকের  এই মানুষ গুলোর জীবনেও গতি আনতে পারে।সর্ববৃহৎ solar plant ও instal করা হয়েছে ভারত যাতে আগামী দিনে renewable energy কে অতিরিক্ত মাত্রায় প্রয়োগ করে আমাদের দেশের অর্থনীতিকে কিছুটা balance করা যায়।এই পদক্ষেপ গুলো তৈরী করলেই হবে না,প্রয়োজন স্বচ্ছ প্রয়োগের।যারা প্রকৃত এই যোজনা গুলোর আওতায় পরেন তাদের কাছে এই subsidies গুলোকে পৌঁছে দিতে হবে।তাদের জীবনকে আবার নতুন স্বাচ্ছন্দে ভরাতে হবে।কারন যে কোন দেশের মানবসম্পদ, দেশের উন্নতিকল্পের ভবিষ্যৎ।সেখানে সঠিক শিক্ষা,Gender equality, Proper work & Economical growth, Effortable & clean energy, good health এর মধ‍্যেই আমাদের দেশের প্রগতি,জাতির সার্বিক গতি, অর্থনীতি, প্রকৃত অর্থে বিশ্বে একটি সুগঠিত রাষ্ট্র হিসাবে সম্মতি  আমাদের কাছে ঐতিহ্যের ও প্রশংসার।

তাই অচিরেই এই অর্থনৈতিক প্রাদুর্ভাবে Indian govt এর 17 টি sustainable goals কে proper active করা উচিত সাধারণ মানুষের উদ্দ‍্যেশ‍্যে, গোষ্ঠীর উদ্দেশ্যে, জাতির উদ্দেশ্যে এবং সর্বপরি রাষ্ট্রের উদ্দ‍্যেশে।

 Many schemes like Garib Kalyan Rozgar Yojana, Sabka Saath Sabka Bikash, Prime Minister Ujbala Yojana, Ayushman Bharat Pradhan Mantri Janaarogdhya Yojana have come to a halt today.  In the current economic downturn, the people who have moved forward little by little in their own efforts are in a helpless situation today.  So the proper implementation or running speed of these schemes can bring speed in the lives of today's people. The largest solar plant has been installed in India so that in the coming days renewable energy can be applied in excess to balance our country's economy. These steps must be made.  No, there is a need for transparent implementation. These subsidies have to be delivered to those who actually fall under these schemes. Their lives have to be filled with new ease. Because any country's human resources, the future of the country's development. 1926 সালে ব্রিটিশ Govt এর সময় কালে ভারতের বিচার্য ক্ষমতার উদ্ধতন judge দের ক্ষমতাকে নির্দিষ্ট করার জন‍্যে contempt of court এই act টিকে প্রচলন করা হয়েছিল।সময় যত গড়িয়েছে এই আইনটি বদল হয়েছে পরিস্থিতির সঙ্গে তাল মিলিয়ে।পরবর্তীতে contempt of courts bill,1968 joint committee র সহায়তায় পরিবর্তিত হয়,এরপর আরও পরিবর্তীত হয়ে আসে contempt of courts act,1971 যেটি আমাদের judiciary তে section 2(a) এর অন্তর্গত।এই আইনটির দুটি contempt,

1)civil contempt 

2)criminal contempt

নানা সময় এই দুটি contempt কে একত্রে একটি যুগ্ম contempt করার প্রস্তাব আসাতেও এই contempt দুটি, একটি contempt এই বিদ‍্যমান আছে।

এই আইনটির বিশেস্বত্ব হল,এই আইনটি কেবলমাত্র সুপ্রিমকোর্ট বা হাইকোর্টের তত্ত্বাবধানে আপিল করা যায়।বর্তমানে এই আইনটির প্রয়োগ চোখে পড়ছে suo moto contempt অনুযায়ী সুপ্রিমকোর্টের কয়েকজন judge এর division beanch এর মাধ্যমে।justice Arun misra, B.R.Gavai, Krishna murari কিছু দিনের ব‍্যবধানে suo moto contempt অনুযায়ী  case file করে আমাদের দেশের সুপ্রিমকোর্ট এর প্রধান বিচারপতির নামে social media তে মন্তব‍্য করা Prashant Bhushan এর বিরুদ্ধে।Prashant Bhushan এর মন্তব্য  অনুযায়ী কোভিদ pendamic situation এ chife justice এর 50 lack টাকার বাইক এর বিলাস বহুল ব‍্যবহার সাথে মাথায় হেলমেট ও মুখে mask না পরার ঘটনা এবং bjp leader হিসাবে পরিচয়।

উনি আরও একটি দাবি  জানান যে ফেলে আসা ছয় বছর আগে আমাদের দেশের democracy  কে ধ্বংস করার জন‍্য supreme court এর ভূমিকা ছিল একটি judgment এ। কিন্তু প্রকৃত অর্থে এর সত‍্যতা কতটা বা ওনার যুক্তি কতটা সংগত?তা বিচার্যের বিষয়। 

বর্তমান পরিস্থিতিতে mask না পরাটা একটা নির্বুদ্ধিতা নিজের জন‍্য ও তার পারিপার্শিক সকলের জন‍্য,হেলমেট পরাটাও তার security প্রদান করে কিন্তু কত টাকার বাইক উনি ব‍্যবহার করবেন  তা সম্পূর্ণ ব‍্যক্তিগত এটি Fundamental right এর মধ‍্যে পরে। তবে Bhushan বাবু বর্তমান অর্থনৈতিক পরিস্থিতিকে গুরুত্ব দিয়ে হয়ত এটা বলেছেন। কিন্তু এতে প্রশ্ন ওঠা খুবই স্বাভাবিক।তবে এক্ষেত্রে proper tax ও legal papers দেখা টাই বেশি প্রয়োজনীয়।

এর পরেও রয়েছে আরও একটি মন্তব্য,যা আমাদের judicial system কে ক্ষুণ্ন করে,সর্বোচ্চ justice place supreme court কে অবমাননা করে,ও আমাদের দেশের মানুষের ভরসাস্থল কে টলিয়ে দেয়,যেটা সত্যিই অপরাধের।কোন বড় মাপের judgment এর ক্ষেত্রে division bench  এর ভোটাভুটিতে তার result প্রকাশ পায় কখনই তা একক judgmentable নয় তাই সুপ্রিমকোর্টের এরূপ অবমাননা আমাদের দেশের judiciary র ক্ষেত্রে যথেষ্ট লজ্জার।

Puducherry হল চারটি সমুদ্র উপকূলবর্তী এলাকার সমারোহে গড়ে ওঠা একটি ভারতীয় Union territory যা mahe কেরালায়, karaikol ও pondicherry তামিলনাড়ুতে,yanan অন্ধ্রপ্রদেশের মধ‍্যে বিরাজমান।আরবসাগর,ভারতমহাসাগর ও বঙ্গোপসাগরের ছোঁয়াতে প্রচুর প্রাকৃতিক শোভাবর্ধক এই জায়গাটি 1962 সালে ভারতের মূল ভূখন্ডের সঙ্গে যুক্ত হয়েছে।এত ক্ষুদ্র ও বিক্ষিপ্ত হওয়া সত্ত্বেও এখানে মানুষের ঢল উপচে পরে প্রাকৃতিক শোভা উপভোগের জন‍্যে।তবে পর্যাপ্ত অর্থনৈতিক সম্পদের অভাবে এখানে মানবজাতির উন্নয়ন খুব একটা চোখে পরে না তার একটা বড় কারন হিসাবে pondycherry সরকার ঘোষনা করেছে যে সেই Union territory তে একটি সঠিক পরিকাঠামো যুক্ত court প্রয়োজন।বর্তমানে কোন একটি রাজ‍্যের অন্তর্ভুক্ত যে কোন রকম কোর্টের খরচ সেই রাজ‍্যের তরফেই maintained করা হয়।তাই পন্ডিচেরী র ক্ষেত্রে সমস্ত আর্থিক অনুদান মাদ্রাজ কোর্টে পৌঁছায় শুধুমাত্র যুগ্মকোর্ট হবার কারনে তার সাথে consolidated fund of India র তরফে administrative expense এর জন‍্যে টাকাও পায় মাদ্রাজ কোর্ট।শুধুকি তাই চতুর্দিকে বিস্তৃত হওয়ায় পন্ডিচেরি হতে মাদ্রাজ কোর্টে সুনানির জন‍্য আসতে প্রচুর মানুষকে ঘোরা পথে আসতে হয় অথবা  এই সমস্যা এরাতে মাদ্রাজ কোর্টের পাশেই থাকা খাওয়ার ব‍্যবস্থা করতে হয় যা প্রচুর ব‍্যয়বহুল,কিন্তু এই আর্থিক ব‍্যয়ের মধ‍্যে দিয়ে ই মাদ্রাজ কোর্টের পাশ্ববর্তী এলাকার development হচ্ছে যা chennai  govt এর জন‍্য সুখবর।কিন্তু এই বিপুল অর্থ পন্ডিচেরী সরকার তার এলাকার development এ ব‍্যবহার করতে পারে।এত ছোট Union territory হওয়া সত্ত্বেও ভারতের কয়েকটি ছোট রাজ‍্যের 4 গুন case এই পন্ডিচেরীতে পরিলক্ষিত হয় 2010 এর পরিসংখ্যান অনুযায়ী। তাই সমুদ্রে ঘেরা এই জায়গাটির দাবি টিকে একেবারেই ফেলে দেওয়া যায় না,তাছাড়া ভারতে 10 lack লোকের জন‍্যে যেখানে 50 judge allotment হওয়া উচিত কিন্তু বাস্তবে 10.3 অথবা 13 জন judge রয়েছে 10 luck জনগনের জন‍্য এই অপর্যাপ্ত judge এর কারনে বেশিরভাগ সময়েই দেখা যায় একটি case এর সমাধান হতে 50,60 বছর লাগে।এই পরিস্থিতির ক্রম উন্নতি না হলে case এর উপর case জমবে কিন্তু রায় আসা পর্যন্ত আসামি তার জীবনের স্বাচ্ছন্দ উপভোগ করার সুযোগ পাবে। জনসংখ্যা, জনবন্টন ও case এর পরিমান দেখে কোর্টের সমবন্টন হওয়া প্রয়োজন proper judicial system কে maintained করার জন‍্যে short period এ রায় দেবার মধ‍্যে দিয়ে।শুধু কি তাই,আন্তর্জাতিক স্তরে সীমান্তবর্তী এলাকার উন্নয়ন পর্যটন শিল্প,শ্রীলঙ্কার সাথে বৈদেশিক সম্পর্ক কে আরও মজবুত করবে যা আমাদের security র জন‍্যে যথেষ্ট গুরুত্বপূর্ণ।তাই এই দাবি গ্রহনীয় ও যুক্তি সংগত।

ভারতীয় Arm force এ আমাদের দেশের সামাজিক ব‍্যবধানকে ফেলে রেখে  সমতা বিধানের দৃঢ় পদক্ষেপ নিয়েছে  Supreme Court  of India।বহুবছর ধরেই বিভিন্ন  ক্ষেত্রে gender equality র কথা সংবাদ মাধ্যম হতে সামাজিক,রাজনৈতিক প্রেক্ষাপটে উঠে এসেছে।এটাও বলা হচ্ছে একাগ্রতা ও দৃঢ়তার সহিত কর্মক্ষেত্রে ছেলে অপেক্ষা মেয়েদের ভূমিকা সত্যিই অনস্বীকার্য।ভারতের প্রায় 50% population কে কর্মক্ষেত্রে ignore করাটা আমাদের দেশের gdp বৃদ্ধির জন‍্য বড় প্রভাব ফেলছে।তাই বহুবছরের আটকে থাকা আইনটিকে গুরুত্ব দিয়ে Supreme court  Indian army তে woman officials দের permanent commission হবার অনুমতি প্রদান করেছে।কিছু বছর ধরেই Indian army,air force, defence এর বহু ক্ষেত্রেই মেয়েদের কাজ করার অনুমতি দিয়েছেন নির্মলা সীতারমন defense ministry থাকার সময় কিন্তু 10বছর অতিবাহিত হবার পর ই তাদের কে সেই পদ থেকে retirement নিতে হয়।অনেকক্ষেত্রে এই সময় কে 10 বছর থেকে 14 বছর করা হয় আবার  অনেক ক্ষেত্রে তৈরী হয় নানান সামাজিক সমস্যাও।বিবাহিত জীবনে এই ধরনের চাকরি হতে resin দিতে বলাটা খুবই  সাধারণ আমাদের কাছে।বেশিরভাগ পরিবার দূর্গম এলাকায় থাকা,প্রতিকূলতার মধ‍্যে চলার ক্ষেত্রে মেয়েদের শারীরিক ও মানসিক security র কথা ভেবে অবসর নিতে বলেন।আমাদের দেশের সরকার  এখনো পর্যন্ত arm force এর মধ‍্যে মেয়েদের জন‍্যে সঠিক পরিকাঠামো প্রদানে অক্ষম।এখনো অব্দি অনেক army man দের মধ‍্যে একজন army woman একটি বিকট পরিস্থিতির মধ‍্যে পরে,কিন্তু এই মানসিকতার তোয়াক্কাই করে না আমেরিকা, ইজরায়েল এর মত দেশ।সেখানে মেয়েদেরকে ছেলেদের মতই দূর্ধর্ষ training, sacrifice ও প্রখর মানসিক ও শারীরিক মনোবল তৈরির জাতাকলের মধ‍্যে দিয়েই arm force এ যোগদান করায়।সৌদি আরব এর মত দেশে যেখানে মেয়েদের কে 2nd citizens মানা হয় আজ সেখানেও তারা একা রাস্তায় গাড়ি চালানোর অনুমতি পেয়েছে।সেখানে ভারত এই stereotypes things থেকে কেন বেড়োতে পারবে না? record বলছে 40,825 men officials তুলনায় 1653 woman officials রয়েছে Indian army তে,এই ব‍্যবধান কি সামাজিক বা রাষ্ট্রের উন্নতি কল্পে আমাদের কে এগোতে সাহায্য করবে?ঠিক সেই দিক থেকে খাতাকলমে আইন বদলালেই হবে না বাস্তবে প্রতিটি citizens এর মানসিকতা বদলাতে হবে,arm force এ মেয়েদের জন‍্য সঠিক  পরিকাঠামো ও সুযোগ সুবিধা দিতে হবে,দিতে হবে মানসিক শক্তি আর তবেই ঐক্যবদ্ধ ভাবে সামাজিক ব‍্যবধানের উর্দ্ধে উঠে রাষ্ট্রকে উন্নতির শিখরে নিয়ে যাওয়া সম্ভব।

Job এর ক্ষেত্রে sale,এটা কেউ কখনও শুনেছো?হাস‍্যকর শোনালো তাই না? হ‍্যা হাস‍্যকর ই বটে।কোনদিন একথা কেউ শোনেনি,শুনবেও না কেউ, আর এমনটা হবেও না কোনদিন।কিন্তু একটা job creation হতে পারে যদি আমরা এই বিষয় গুলোকে অনুধাবন করি।আমাদের দেশে এক রাজ‍্য থেকে অন‍্য রাজ‍্যে পরিযায়ী শ্রমিকরা তাদের পরিবারকে ছেড়ে দিনের পর দিন একা থাকে Industrial area, Hotel, Restaurant এর পাশ্ববর্তী অস্বাথ‍্যকর পরিবেশে।কাজের ফাঁকে অন্ন জোগাড় করেন নিকটবর্তী ধাবা বা ছোট দোকান থেকে।আর এই খাবারের একবেলার থালির দাম অন্তত 50-60₹ করে।কেউ হয়ত নিজেই রান্না করে খান স্বাস্রয়ের তাগিদে কিন্তু পরবর্তী তে malnutrition এ ভোগেন ও বড়সড় অসুস্থতা চোখে পরে।এই সব কিছু মাথায় রেখে আমাদের দেশের 10 টি স্টেট community canteen এর ব‍্যবস্থা করেছে প্রতিদিন তিন বেলা যৎসামান‍্য অর্থ,5-10 ₹টাকার থালির subsidies দিয়ে, কিন্তু সমস্যা হয় তখন যখন govt এর তরফ থেকে টাকা আসতে অসুবিধা হয়।তাই এটাকে মাথায় রেখে এই canteen কে যদি সম্পূর্ণ Independ করা যায় কিছু বাড়তি টাকা 15-20₹থালি দিয়ে তবে govt এর সহযোগিতা কম বা না আসলেও এই canteen চালানো সম্ভব,যে অর্থটা বাইরের থালির থেকে স্বপ্ল মূল্যের।তবে ভারত সরকার চাইলে pradhan mantri garib kollan yojna য় যে অর্থে 5 কিলো গম ও 1 কিলো ছোলা দেয় যার বেশীরভাগ ই এই শ্রমিকরা বাজারে বিক্রি করে তাদের আহারের ব‍্যবস্থা করে তা হতে কিছু অর্থ যদি এই community canteen দেওয়া হয় তবে govt 1.2 million job ও 90 million meals প্রতিদিন তৈরী করতে পারে যা প্রচুর পরিমান অর্থ save করাতে পারে govt এর,সেই সাথে প্রচুর অর্থনৈতিক growth,উন্নতি,malnutration এর ঘার্তি,job creation ও হতে পারে তাই এই কার্যকারিতা সত‍্যিই গ্রহনীয়।

আমাদের দেশে কোনটা খাটে employment or underemployment?এটা সত‍্যি তর্কের বিষয়?বিপুল জনসংখ্যা,শিক্ষা প্রতিষ্টানে একাডেমিক শিক্ষা অনেকেই নিচ্ছে,প্রতিটি ঘরেই উঁকি দিলে দেখা যায় কমবেশী অনেক গ্রাজুয়েট, উচ্চবিত্ত, মধ‍্যবিত্ত বা নিন্মবিত্ত পরিবারে।তবে স্কুল ছুট,কলেজ ছুট যে নেই তা নয়,তার সংখ‍্যাও প্রচুর।তাদেরকে টেনে ট্রেকে আনার অভিযান ও চলাচ্ছে রাজ‍্য ও কেন্দ্র সরকার।তার সাথে কত কি প্রকল্প : সর্বশিক্ষা অভিযান, মিড ডে মিল যাতে child labour কমানো যায়।তবে এর যা সংখ‍্যা তার চেয়ে শিক্ষিত বেকার যুবক যুবতির সংখ‍্যা বেশী, অত‍্যাধিক জন বহুল হওয়ায় high qualified রা তাদের যোগ্য চাকরির স্তর হতে বঞ্চিত।কারন কম qualified student দের ট্রেনিং দিয়ে সেই একই কাজ করাচ্ছে অল্প মাইনেতে তাই phd করা ছেলেরা group d এর চাকরি করছে আর higher secondary পাশেরা করছে অফিসিয়াল work।এর তারতম‍্য প্রচুর,বলা হয় সাধারণত একটি গ্রাজুয়েট ছেলে বা মেয়ে যে কোন কাজের জন‍্য তারা প্রস্তুত,উচ্চশিক্ষিত হলে শুধু সার্টিফিকেট ই বাড়বে কিন্তু ভারতের মত দেশে তাদের কাজের স্থান নেই।তাই unemployment থাকলেও underemployment ই বেশী।এর সাথেও রয়েছে কিছু অলস প্রকৃতির ছেলে মেয়ে যারা পড়াশুনা যতই করুক বা না করুক জীবনে বাঁচতে গেলে কিছু করা অত‍্যন্ত দরকার  তারা সেটুকুই করতে রাজি নয়,তারাও unemployed।সরকারি চাকরির প্রবনতা কমায় প্রাইভেট কম্পানি গুলো employees দের চুসে খাচ্ছে এবং মাঝে মধ‍্যেই তারা employed থেকে unemployed হয়ে পরছে।It sector ও Agricultur এ disguise employees,manufacture industy র সংখ‍্যা কম হওয়ায় primary or Tertiary sector এর কদর,secondary sector এর percentage কম,এসব কারনে perfect ditribution নেই employees দের ক্ষেত্রেও। self employed তারাই হয় বেশিরভাগ যারা primary বা tartiary sector এ স্থান পায় না।তাই unemployed বা underemployed যাই হোক না কেন এর সমাধান রয়েছে secondary sector এর বৃদ্ধি তে,birth rate decrease এ,ও মান অনুযায়ী চাকরির প্রসারতায়,ক্ষুদ্র,মাঝারি ও বড়ো শিল্পের বেড়ে ওঠায় সঠিক technology ও perfect policy making এ।

What is the point of employment or underemployment in our country? It is a matter of truthful argument. Huge population, many people are taking academic education in educational institutions.  The state and central governments are running a campaign to bring them on track. How many projects are there with it: Sarva Shiksha Abhiyan, Mid Day Meal so that child labor can be reduced.  Due to the large number of highly qualified students are deprived of their deserving job level.  Graduate boys and girls are ready for any job, if they are highly educated, only the certificate will increase, but in a country like India, there is no place for them to work. So even if there is unemployment, underemployment is high.  The boys and girls of nature, no matter how much they study or not, they are not willing to do anything to survive, they are also unemployed.  Due to the low number of disguise employees in agriculture, manufacturing industry, the value of primary or tertiary sector, the percentage of secondary sector is low, due to all these, there is no perfect ditribution even in the case of employees.  Most of those who are self-employed are those who do not get a place in the primary or tartiary sector.  In the right technology and perfect policy making.

Chabahar port,Iran এর অন্তর্গত একটি Incomplet port,যেটি ছিল ভারতের কাছে বন্দর তৈরীর ক্ষেত্রে চূরান্ত সুযোগের চাবিকাঠি।মাত্র প্রায় 7000 km দূরত্ব ভারতীয় ভূখণ্ডের থেকে জলপথে ইরান হয়ে আফগানিস্তান,central asia হয়ে ইউরোপ ও অন‍্যান‍্য রাষ্ট্রে পৌঁছানোর একটি সহজ পথ যা আমাদের দেশের বৈদেশিক বানিজ‍্যের দরজা খুলেদিত কোন রকম বাধা ছাড়াই,তৈরী করা যেত শক্তিশালী বৈদেশিক মেলবন্ধন,বাড়ানো যেত অপরিশোধিত খনিজতেল এর আমদানি যা আমেরিকার মধ‍্যপন্থায় অনেকটাই শিথিল হয়ে পরেছে,প্রচুর অর্থে, transaction খরচাকে উপেক্ষা করে মার্কিন ডলারেই কিনতে হচ্ছে অপরিষোধিত খনিজ তেল আমেরিকার কাছ থেকে।কিন্তু আজ আরও একটা অন্তরায় আমেরিকার মধ‍্যপন্থায়, chahabar port এর বিকাশীকরন থেকে,যা ভারতের জন্যে প্রবল ক্ষতি।অর্থনৈতিক ক্রমবিকাশে চীন কিনে নিতে চাইছে গোটা বিশ্বকে,এরকম পরিস্থিতিতে port তৈরীর project হারানো ভারতের বৈদেশিক নীতিতে কলঙ্কের ছাপ,এতে কুটনৈতিক স্তরে আমেরিকার ও ক্ষতি,কারন ভারতের মত বন্ধুসুলভ দেশের ক্ষতির মধ‍্যে দিয়ে চীন শক্তিকে আরও বারবারন্ত দেওয়া হল ইরান ও আমেরিকার দলাদলিতে। Iran nuclear deal 2015 এর থেকে আমেরিকার হাত সরিয়ে নেওয়া ভারতের পক্ষে প্রবল চাপের সৃষ্টি করছে যার মোকাবিলা করা ভারতের ক্ষেত্রে অসম্ভব।তাই স্বল্প গতিতেই বাধার মধ‍্যে থেকেও কচ্ছপের দৌড় দৌড়াচ্ছিল ভারত,সাথে আমেরিকার সঙ্গে জট ছাড়ানোর প্রচেষ্ঠা ও চালিয়ে যাচ্ছিল কিন্তু দুর্ভাগ‍্য এই কচ্ছপের গতি বিরতি টানল প্রজেক্ট থেকে আর তা চলে গেল একনায়কতান্তিক  চীনের হাতে।তাই আমেরিকার যতই সাহায্য কর,গুনকীর্তন গাও, ও নিজেকে ছাড়া কাউকে চেনে না কিন্তু প্রশ্ন সেখানেই মধ‍্যগগনে কোথায় ভারতের Autonomy?স্বতন্ত্রতা?স্বাধীনতা?কোথাও কি নেই ভয়ের ছাপ,গোলামি করার বাতাবরন, কারন ভারত সব দিক থেকেই পিছিয়ে।তবে কি পৃথিবীতে দুটি শক্তি চীন ও আমেরিকা?যতদূর জানা যায় Iran একটি সতন্ত্র দেশ তবে নিজ অর্থে port তৈরী করা ইরানের কাছে একটু কষ্টসাধ্য।কিন্তু চীনের কাছে এই প্রজেক্ট সমর্পণ করা সেই ইরান দেশের সতন্ত্রতায় বাধা ফেলবে না?পক্ষান্তরে ভারতের মত দেশে এটা একটা বড় ক্ষতি,বিদেশী investment  থেকে বিরতি,অর্থনৈতিক ক্রমবিকাশে বাধা, আন্তর্জাতিক স্তরে ভারতের নিজস্বতা নিয়ে প্রশ্ন,কুটনৈতির স্তরে আন্তর্জাতিক ক্ষেত্রে ক্ষমতা হ্রাস,এটাকি ভারতের জন‍্য আগামীদিনে ভাল ফল দেবে?এই chahabar port এর মধ‍্যেই লুকিয়ে ছিল বৈদেশিক বানিজ‍্য,আফগানিস্তান হয়ে অন‍্য রাষ্ট্রে যাবার যাত্রাপথ।এটা কি স্বাধীনদেশের ক্ষেত্রে অবমাননার ও ভয় পাবার একটি বড় উদাহরন নয়।তাই দেশের অর্থনীতির প্রসারতা,রাজনীতির স্বচ্ছতা,শিক্ষার ক্রমবিকাশ,বৈজ্ঞানিক প্রতিষ্ঠানের অভুত্থান,সামরিক শক্তির হুংকার ও তার সাথে সঠিক নেতৃত্বের পটভূমি প্রয়োজন,যত তাড়াতাড়ি এসব সম্ভব ততই এ থেকে মুক্তির আস্বাস মিলবে।

Chabahar port, an Incomplet port in Iran, was the key to the ultimate opportunity for India to build a port. Only about 7000 km away from the Indian mainland via Iran to Afghanistan, Central Asia via Europe and other countries is an easy way to reach our country's foreign trade.  Without any hindrance to opening the door, strong foreign alliances could be created, imports of crude oil could be increased, which has become much more relaxed in the American middle ground.  Obstacles to US moderation, from the development of the Chahabar port, which is a huge loss for India. China wants to buy the whole world in economic development, losing the port construction project in such a situation is a disgrace to India's foreign policy  In the meantime, China's power has been repeatedly given to the factions of Iran and the United States.  The withdrawal of the US from the Iran nuclear deal in 2015 is putting tremendous pressure on India which is impossible for India to deal with. So India was running a tortoise race through the slow obstacles, trying to get rid of the entanglement with the US but unfortunately the tortoise stopped.  From the project it went to dictatorial China. So no matter how much you help America, sing praises, and know no one but yourself but the question is where is India's autonomy in the middle of nowhere? Independence? Freedom? There is no fear, no atmosphere of slavery, because India is all  China and America are the two powers in the world. As far as Iran is known, it is a little difficult for Iran to build a port on its own. But handing over this project to China will not hinder the independence of Iran.  It is a great loss, a break from foreign investment, an impediment to economic development, a question of India's independence at the international level, a loss of power in the international arena at the diplomatic level.  Will there be good results in the future? Foreign trade was hidden in the middle of this chahabar port, the journey to another country through Afghanistan. Isn't this a great example of humiliation and fear in the case of an independent country.  , The roar of military power and the need for proper leadership with it, as soon as possible to get rid of it.
